The Joint Expeditionary Force (JEF) has activated a UK-led advanced response system to track potential threats to undersea infrastructure and monitor Russian shadow fleets following reports of damage to key undersea cables in the Baltic Sea.

The 10-strong Joint Expeditionary Force, led by the United Kingdom, also issued a statement expressing concern about the damage caused to Estlink2 and emphasizing the alliance's commitment to working together to protect shared interests.

Activated last week and named Nordic Warden, the operation leverages AI to evaluate data from a variety of sources, including the Automatic Identification System (AIS), which is used to broadcast the location of ships and identify each ship entering the area of ​​interest. Certain vessels identified as part of Russia's shadow fleet may be registered with the system and closely monitored as they approach key areas of interest.

The Nordic Warden was activated last week under the JEF protocol, which provides the Alliance with a series of options that can be activated to protect against potential threats. This initiative highlights how the JEF uses innovative technologies to strengthen collective European security while supporting and complementing NATO's own operations.

This comes after it was reported that the Estlink2 submarine cable in the Baltic Sea was damaged on Christmas Day. Finnish authorities said it may have been caused by a tanker that forms part of Russia's shadow fleet used to circumvent international sanctions.

Nordic Warden will help protect against intentional sabotage as well as cases of extreme negligence causing damage to underwater cables.

Harnessing the power of AI, this UK-led system will enable an unprecedented ability to monitor large areas of the ocean with a relatively small number of resources, a major innovation that will help maintain security at home and abroad no see.

Currently 22 areas of interest, including the English Channel, North Sea, Kattegat and parts of the Baltic Sea, are monitored from JEF's operational headquarters in Northwood, with staff from all JEF countries working side by side.

The Nordic Warden was first tested in the summer of 2024 and again during the JEF's Joint Protector exercise. The exercise saw more than 300 UK personnel deployed to Latviato, demonstrating the UK's ability to deploy an operational center for the JEF overseas in a short period of time.

The United Kingdom has been leading an international effort through a global alliance to disrupt the Shadow Fleet. Last year, as part of an initiative launched by the Prime Minister across the European political community, Britain sanctioned 93 oil tankers that Putin had used to soften the blow of sanctions and finance his illegal war in Ukraine. Today's announcement complements an agreement reached last month by the UK, Denmark, Sweden, Poland, Finland and Estonia to require proof of insurance from suspected shadow vessels transiting along the Baltic Sea route.
