Britain and its allies have launched an operation to use artificial intelligence to better detect threats to undersea cables and track the movements of a “Russian shadow fleet”.

It was announced on Monday that the Joint Expeditionary Force (JEF) mission began last week.

It comes after a tanker carrying Russian oil is suspected of damaging an undersea power cable between Finland and Estonia and four telecommunications cables in the Baltic Sea on Christmas Day.

Defense Secretary John Healey said: “The UK and JEF are leading the way in providing support to our allies to protect the maritime infrastructure we all depend on from potential threats.”

He said the operation, called Nordic Warden, “will help protect against deliberate sabotage as well as cases of extreme negligence causing damage to underwater cables.”

The Ministry of Defense said the UK-led AI-assisted computer program 'Response System' will use AI to monitor large areas of the sea and track ships based on a variety of data, including the Automatic Identification System (AIS). Ships use it to broadcast their position.

Of particular interest are the so-called “shadow fleets” of ships deployed around the world transporting embargoed Russian oil products.

One of these vessels, the Eagle S, a Cook Islands-registered oil tanker, is suspected by Finnish police of damaging the Estlink 2 electrical cable, which was disconnected on December 25.

This is just one in a series of incidents of Russian-linked ships damaging underwater infrastructure, described by NATO allies as part of a hybrid warfare campaign on the threshold of conventional conflict.

A senior NATO official told Sky News in an interview last month that there was a “real prospect” that unconventional attacks, such as sabotage or arson, by Russia against NATO could result in “significant” casualties.

James Appathurai, who is updating NATO's strategy to track and deter so-called hybrid warfare, said allies need to decide what level of gray zone hostilities could trigger a coalition response, including the use of military force. There needs to be more clarity between and with Moscow, he said.

Under the new maritime protection operation, the UK said that once a suspicious vessel is identified, its movements will be tracked in real time through a 'response system', sending out an alert to be shared with JEF countries as well as the wider NATO alliance. .

The ten JEF countries are made up of other like-minded countries, including the Baltic countries, Scandinavian countries and the United Kingdom. They are all also members of NATO.

Headquartered at a military base in Northwood, north-west London, JEF monitors maritime activity in 22 areas of interest, including the English Channel, North Sea, Kattegat and parts of the Baltic Sea.

The JEF country not only announced the new operations but also issued a statement about the damage to the Estlink power cable.

“This is another example of a maritime incident with direct economic and security implications for Finland and Estonia, highlighting the risks to vital communications and energy networks that are vital to the security and prosperity of all countries,” they said.
