UK launches world's first sanctions regime to catch smugglers traveling upriver

An innovative new sanctions regime will be designed to crack down on smuggling ringleaders and break up gangs.

This new framework will strengthen our ability to prevent, combat, deter and disrupt illegal migration and hold perpetrators accountable.

Bold innovation delivers on the government’s transformation plan and commitment to protecting the UK’s borders

The UK will develop a new sanctions regime to cripple criminal smugglers and cut off the illicit finance that fuels their activities.

In a major speech tomorrow, the Foreign Secretary will reveal plans to bring forward legislation for a new sanctions regime targeting illegal immigration and organized immigration crime to secure Britain's borders during the 10-year national renewal period.

As the world's first stand-alone sanctions regime targeting illegal migration and organized immigration crime, the UK can target individuals and groups that enable dangerous travel.

This announcement is part of the government's bold and credible plan to take back control of our immigration system, crack down on gangs and secure our borders.

As part of its plan for change, the government is committed to reducing small boat crossings and net migration, ending the routine use of asylum hotels, ensuring fiscal discipline and strengthening national security.

The regime, expected to come into effect within the year, will target organized immigration networks. Criminal networks profit enormously from exploiting vulnerable people by facilitating irregular migration movements, including dangerous sea crossings, across Europe.

Sanctions experts across government will work with colleagues in law enforcement and the Home Office to deliver an effective, targeted regime that cuts off the flow of funds at the source and prevents smugglers from profiting from the trafficking of innocent people.

Prime Minister Keir Starmer said:

We must eliminate the criminal organizations that encourage border violations. By neutralizing the illicit financial networks that allow smugglers to traffic vulnerable people across Europe, we will deliver on our plan for change and secure Britain's borders.

This means being bold and innovative in our policy decisions to ensure we leave no stone unturned. Our government will remain committed to saving lives and protecting our borders for years to come.

Foreign Secretary David Lammy said:

It is completely unrealistic to tackle illegal migration without the role of the Foreign Office and the Commonwealth Development Agency.

This is the issue that most sharply connects overseas and domestically.

I am proud to announce that the UK will be the first country in the world to develop legislation for a new sanctions regime that specifically targets illegal migration and organized immigration crime. This will help prevent, combat, deter and disrupt illegal immigration and the smuggling of migrants into the UK.

Smuggling poses significant challenges to global security and the UK, and with partners across Europe we are working together to develop novel and bold solutions to tackle irregular upstream migration.

The development of these sanctions is the latest innovative move by the Government to use every tool available to crack down on the nefarious smugglers who threaten people's lives across the Straits.

Although the regime is an autonomous initiative, the Foreign Office expects to work closely with international allies to combat smugglers. This follows months of collaboration by this Government with partners through the European Political Community, which the UK hosted last July. The Calais Group brought together ministers from France, Belgium and the Netherlands, along with EU agencies, to announce a new anti-smuggling action plan that would improve returns operations with countries such as Moldova, Iraq and Vietnam and signed with other G7 countries.

Home Secretary Yvette Cooper said:

Since taking office, we have taken swift and strong action to crack down on gangs and worked with international partners to track and destroy dangerous criminal networks.

With these new sanctions, we will make it more difficult for gangs to operate by targeting those who profit by putting lives at risk and disrupting gang finances.

This includes our efforts to launch a 150 million-strong Border Security Command, major agreements we have signed with countries including Iraq and Germany to disrupt supply chains and address the root causes of the problem, and the G7 It builds on the anti-smuggling action plan signed with the country. . And this year we will introduce new legislation to further restrict smuggling gangs.

This year the Government will introduce groundbreaking new legislation on border security and asylum, giving law enforcement the tools they need to dismantle gangs.

And the Border Security Command, with $150 million in funding, will continue to coordinate and build the UK's enforcement capacity to tackle organized immigration crime.

The announcement comes after the Home Office announced major upgrades to serious crime prevention orders last week. This includes a new temporary order that would subject suspected smugglers to immediate travel bans, social media bans and phone use restrictions.

In his speech, the Foreign Secretary will look back on his first six months in office through the lens of progressive realism. It accepts the world as it is, not as we would like it to be, with the goal of achieving progressive ends through realist means.

He will explain how this Government is reforming the Department of Foreign Affairs and Commonwealth Development to play an even more important role in achieving the Government's mission of generating growth and tackling migration through innovation, including leveraging technology and building new partnerships.
