Britain should consider returning IS fighters, a terrorism watchdog has said.

The government should consider repatriating British members of the Islamic State group held in camps in Syria, the government's independent terrorism bill reviewer Jonathan Hall KC has said.

Mr Hall's comments come after President Donald Trump's new counter-terrorism chief Sebastian Gorka said Britain must bring back its own citizens who had joined IS if it wants to be seen as a 'serious ally' of the US.

Among the Britons who traveled to Syria to support the jihadist movement was Shamima Begum, who left London as a teenager in 2015 and was stripped of her British citizenship in 2019.

Foreign Secretary David Lammy insisted Begum “will not be returning to the UK”.

In an interview with the Times, Gorka was asked whether Britain should, saying: “Any country that wants to be seen as a serious ally and friend of the most powerful country in the world must act in a way that reflects that serious commitment.” Forced to bring back IS members.

“This is doubly so for the UK, which holds a very special place in President Trump’s heart,” he said. “We would all like to see the ‘special relationship’ completely rebuilt.”

Thousands of people linked to IS, mainly women and children, have been detained in camps in northern Syria since the group fell in 2019.

There are concerns that the upheaval could threaten the security of the camps following the fall of former President Bashar al-Assad's regime.

Begum is one of the prisoners in these camps after traveling to Syria to support IS at the age of 15.

Upon arrival, she married an Islamic State (IS) fighter and had three children, none of whom survived.

Her British citizenship was revoked on national security grounds in 2019 and she has exhausted all legal avenues of appeal.

Prime Minister Hall told BBC Radio 4's The World Tonight that while the Begum's story was compelling, politicians needed to look at the bigger picture about the national security balance.

“Extradition is not going to be a moral exoneration,” he said. “If someone comes back, it’s not going to prevent them from potentially being prosecuted for what they did.”

“Bringing someone back may be a very pragmatic decision in the overall interest of national security.

“There are certainly national security benefits to leaving people there because there is no need to monitor them,” he told the program.

“On the other hand, there have been no cases of anyone repatriated in this way carrying out an attack in Europe. If they were left there… they would actually be much more dangerous if they escaped to the UK.”

The United States and many countries in Europe have repatriated their citizens from Syrian camps before putting them on trial and imprisoning them.

David Lammy told Good Morning Britain on Thursday that Begum's case had gone through the courts and that she was “not a British subject”.

He said the government would act in our security interests. And many of the people in the camps are dangerous and radical.

Conservative leader Kemi Badenoch also said Ms Begum should not return.

“Citizenship means dedication to your country and wishing it to succeed. It is not an international travel document for criminal tourism,” she said.
