The UK government will publish an immigration white paper later this year, including a review of visas to attract more high-skilled workers, as part of efforts to boost growth, Rachel Reeves has announced.

The Prime Minister said this at the World Economic Forum breakfast event in Davos: We will look again at pathways for the most skilled workforce, visas, particularly in AI and life sciences.

She added: Britain is open for business and open for talented people. We have the best universities in the world and the best entrepreneurs in the world, but we want to attract global talent.

Ministers have repeatedly said they want to reduce overall migration, and Keir Starmer has accused the Conservative government of conducting an experiment with open borders. But Labor wants to show that Britain is still open to high-skilled workers by reviewing visa routes.

Asked whether she, like Tony Blair's Labor government, was relaxed about people getting rich, Reeves said:

Businesses can already recruit staff from overseas through the Home Offices skilled visa system. According to the latest statistics, from April to December last year, the number of applications for skilled worker visas among major applicants reached 50,900.

Ministers plan to consult with businesses about changes in government to attract the best talent. They will also instruct British diplomats abroad to highlight the benefits that high-skilled workers and entrepreneurs can gain from living in the UK.

The Prime Minister was accompanied by his business secretary, Jonathan Reynolds, and both are meeting a string of business leaders at the week-long summit in the Swiss ski resort. The two repeatedly hammered home the message that Reeves would make what they called pro-growth decisions in the national interest.

The Prime Minister also reportedly dropped a heavy hint that he was preparing to give the green light to a third runway at Heathrow Airport. Reeves would not comment on specific decisions, but continued to emphasize the importance of not allowing opponents to deny the infrastructure needed for growth.
