U.N. Special Envoy Michael R. Bloomberg Announces Efforts to Ensure the United States Meets Paris Agreement Commitments
Following the second U.S. withdrawal, Bloomberg Philanthropies and others will ensure that nations' funding and reporting obligations to the United Nations Climate Change Secretariat are met.
Bloomberg will also continue its support of America Is All In, a coalition of cities, states, businesses and other subnational climate leaders working to meet the U.S. commitment to reduce emissions from 61 to 66% below 2005 levels by 2035.
New York, NY Today, Michael R. Bloomberg, the United Nations Secretary-General's Special Envoy for Climate Ambition and Solutions, announced that Bloomberg Philanthropies and other U.S. climate funders will work to that the United States meets its global climate obligations following the federal government's intention to withdraw from the Paris Agreement for the second time. This includes closing the funding gap left by the United States at the UN on climate change (UNFCCC) and meeting the country's reporting commitments.
From 2017 to 2020, during a period of federal inaction, cities, states, businesses, and the public rose to the challenge of meeting our nation's commitments. Today, we are ready to start again, said Michael R. Bloomberg, Secretary-General of the United Nations. Special Envoy for Climate Ambition and Solutions and Founder of Bloomberg Philanthropies. More and more Americans have seen their lives torn apart by climate-driven disasters, like the destructive wildfires raging in California. At the same time, the United States is enjoying the economic benefits of clean energy as costs have fallen and jobs have increased in red and blue states. The American people remain determined to continue the fight against the devastating effects of climate change. Bloomberg Philanthropies has made significant investments to hold local leaders accountable, providing businesses with the data needed to track emissions while driving economic growth and building coalitions between the public and private sectors. Today, the role of philanthropy in driving local, state and private action is more crucial than ever and we are committed to leading the way.
We deeply appreciate the generous support of Bloomberg Philanthropies and the leadership shown by Mike Bloomberg,” said Simon Stiell, United Nations Executive Secretary on Climate Change. While government funding remains essential to our mission, contributions like this are essential to enable the UN Climate Change Secretariat to help countries meet their commitments under the Paris Agreement and ensure a low-emission, resilient and safer future for all.
This is the second time Bloomberg has stepped in to help the country meet its financing and reporting commitments under the Paris Agreement, amid a lack of US federal leadership on climate. In 2017, the US government announced its intention to withdraw from the agreement and, with it, the country's obligations to finance, collaborate and report to the UN. In addition to pledging to close the U.S. funding gap, Bloomberg and then-Governor of California Jerry Brown launched Americas Pledge, an initiative to close the U.S. reporting gap by aggregating and reporting on climate commitments annually non-federal, to ensure the world can keep up with America's climate progress. as if it were any other nation committed to the Paris Agreement.
Bloomberg also ensured the presence of American climate leadership at United Nations climate conferences by funding American climate action pavilions. Beginning at COP23, the Center highlighted the groundswell of support from U.S. cities, states, businesses, and other non-federal organizations and leaders to continue working toward the goals of the Paris Agreement, with or without the presence of the federal government. That year, Bloomberg and Governor Brown released the first Americas Pledge report, detailing subnational governments' progress in reducing emissions and their potential for higher ambitions. Presented to the UN and the international climate community, these analyzes detailed how states, cities, businesses and other non-federal actors drove significant reductions in emissions and showed that significant progress was possible even without federal support. Support from Bloomberg Philanthropies continued to fill funding and reporting gaps in 2018, 2019 and 2020.
Mike Bloomberg's generous gift ensures that the world retains a vital venue to work together on the defining problem of our time, which no country can solve alone or afford to ignore, said Laurence Tubiana, CEO of the European Foundation for the Climate, former French Ambassador for Climate Change and Special Representative for COP21 and high-level UN champion for climate action at COP22. American philanthropy, alongside millions of Americans, cities and states across the country, is stepping up, recognizing the enormous benefits of climate action, the need to continue the transition to a zero-carbon economy, and the devastating costs of inaction.
When the United States committed to reentering the Paris Agreement in 2021, Americas Pledge joined with We Are Still In to become America Is All In, the largest and most diverse coalition of American leaders ever assembled to support climate action. Now, Bloomberg will once again work to ensure that U.S. subnational climate leaders track and report on U.S. climate progress over the next four years and demonstrate that the United States remains committed to its goals climate through actions at all levels.
While the Trump administration has yet to live up to expectations, Mike Bloomberg shows what real leadership looks like. His support will ensure that the United States does not abandon its international commitments to combat climate change and grow our clean energy economy, said Gina McCarthy, former White House national climate adviser and 13th Administrator. the U.S. EPA and co-directing chair of America Is All In. Just as they did under the last Trump administration, our cities, states, businesses and local institutions will take up the baton of American climate leadership and will follow this leadership. The America Is All In coalition is committed to working with partners across our country and abroad to ensure we remain focused on reducing pollution, while creating good-paying jobs, lowering utility bills energy and protecting health at home and around the world.
A study from the University of Maryland's Center for Global Sustainability shows that ambitious climate action by local U.S. cities, states, businesses and other institutions can help the U.S. reduce its gas emissions greenhouse gas emissions by 54 to 62 percent by 2035, even without federal climate action. This analysis shows how U.S. subnational actors can meaningfully contribute to and potentially achieve U.S. goals under the Paris Agreement.
