The United States arrested more immigrants in February 2025 than any month in the past seven years | US immigration

US officials of the application of immigration laws have arrested more people in the first 22 days of February 2025 than in a month in the past seven years, according to a Guardian review of the Ministry of Homeland Security (DHS).
The Guardian Review, which analyzed DHS data from the first month of Donald Trumps' presidency, in addition to interviews with immigration lawyers, defenders and former ice officials, show how the administration has transformed the application of immigration to the United States in a few weeks.
In a rush to achieve the goal of Trumps of mass deportations, the administration decided to quickly close the southern border of the United States by suspending the asylum program and other Biden era programs which offered humanitarian relief. Immigration officials stop not only more people, but also display growing numbers in detention. DHS announced Tuesday that immigration detention was filled with full capacity, with 47,600 prisoners.
Guardian analysis also reveals that if the administration says that it has targeted criminals, the application of ice has rather become more blind. And this shows that, as the administration tries to intensify the arrests, it reshapes the relationship between the federal immigration authorities and the local police.
What saw is a real dispersion of different tactics, said Gracie Willis, a lawyer in rapid response to the National Immigration Project, an organization of membership for lawyers and immigration defenders.
Democratic and republican administrations have adopted severe immigration policies, added Willis. But the Biden administration had at least explained that immigrants that he favored detention and dismissal, she argued. We had an idea of ​​which customers could be in danger, she said. Application of clumsiness
Immigration agents made a huge demonstration of force in the first weeks of the Trump administration, organizing flashy television raids, allegedly in search of criminals and gang members.
Ice has highlighted images of his agents in swept vests, alongside their FBI counterparts, the American drug and marshal application agency, descending on apartment complexes looking for members of the Gang Tren in Aragua. In the daily publications on social networks during the first days of the new administration, Ice shared the names and images of alleged criminals and fugitives they had arrested.
But administrative policies and data arrest during the last month reveal a different objective.
One of Trumps' first actions as president was to retreat a Biden era service note which ordered ice enrollment agents to prioritize the arrests of people who threatened national security and public security. Instead, the Trump administration clearly indicated that they considered anyone in the United States without legal status subject to arrest and dismissal.
Between January 12 and February 9, the number of immigrants detained by ice which did not condemn criminal conviction or criminal accusation in the process saw an increase of 221%, according to an analysis of the political and legal geographer Austin Kocher.

In November 2024, people without criminal convictions represented around 6% of people in detention of ice, according to federal data. In February 2025, this number increased to 16%.
It is absolutely the case that the application of ice seems to become more blind, said David Hausman, assistant professor at the University of California at the Faculty of Law of Berkeleys. It is not that the previous administration has not stopped and expelled immigrants without criminal history. But the Trump administration has reoriented the agency application strategy to respect the zeal of the presidents to accelerate deportations, said Sandweg.
There are bad guys in this country, he said. But obtaining them requires more traditional detective work to go out and build informants in communities, to discover who to attack immigrant communities and bring people in these communities to cooperate, speak and share information. He can take hundreds of hours of work to reserve a single person accused of serious crimes or charges related to gangs, he said, while the arrest without discrimination which without status is rapid.
The granular data on which the Trump administration stops is more difficult to find than the detention data. The DHSS internal security statistics office publishes detailed arrest data for ice, by breaking down the number of arrests by criminal history. But OHSS data have not been updated since November 2024. Between October 2022 and November 2024, 78% of those arrested by the agency were convicted or no conviction.

In some cases, it is likely that the agents were asking for addresses where immigrants with criminal history or referral orders had resided, said Veronica Cardenas, an immigration lawyer and former deputy advisor of ICE. But if the targeted person or people are not at home, or have moved, the agents can always try to check the immigration status of anyone who is there and stop them if they are undocumented.

Immigration defenders are also increasingly concerned that customers who have been placed under electronic surveillance, including telephone applications and ankle monitors, will be at risk of arrest or withdrawal orders. It is still not known to what extent the federal government targets immigrants using electronic surveillance systems, but lawyers and advocacy have indicated that some had been called to detention or referral orders in recent weeks.
These are not people who have had a kind of change in status, said Willis, the National Immigration Project. These people are not difficult in their communities. They respect what is required of them. But because the government knows exactly who they are and where they are, said Willis, it could be particularly vulnerable to the application of immigration.
A new relationship with the police
While the administration tries to intensify the arrests, it also reshapes the relationship between the federal immigration authorities and the local police. Since Trump took office, the Trump administration approved more than 226 new agreements under the 287 (G) program, which enabled law and premises application to collaborate with the federal government to enforce immigration laws.

These new agreements could increase the police of immigrant communities who already find huge disruptions of their daily life as an ice cream and other federal agents increasingly patrol the neighborhoods and residential areas.
Too often, immigrant communities are targeted by ice because of what they look like, in the same way as the police system criminalizes people of color, said Laura Rivera, main lawyer for Just Futures Law, a legal immigration cabinet. And more and more, the agency seems to target people who are in the wrong place at the wrong time.
