Before the controversy of the Trump administrator signal, American diplomats in Kyiv rose for the use of the application

Washington weeks before the defense secretary, Pete Hegseth and other senior American officials were revealed to have used the signal of the encrypted commercial messaging application to discuss the target Houthi bombings, a government guard dog has largely criticized a different set of American officials in a key American outpost to use the non-governmental application for government.
On Monday, Atlantic magazine published an explosive story saying that its editor -in -chief had been accidentally invited to a private signal conversation between HegSeth and several other officials at the level of the firm, including the Director of National Intelligence and the CIA as well as the Secretary of State, while the group discussed the advantages and disadvantages of the huthis of strike in Yemen.
The conversation, confirmed as authentic by the White House, would also have included detailed plans on how a specific strike would be carried out, shared hours before the operation itself. (A spokesman for the National Security Council defended the discussion as a “demonstration of the deep and thoughtful political coordination between senior officials” and said that the success of the strike was proof that there was no threat to the US national security of the flight.)
The revelation provoked a deluge of criticisms from democrats and national security experts, which castigated the group for discussing these sensitive military issues on a trade messaging system and not, as many discussions like this, within the secure limits of the White House situation room or another sensitive information installation, popularly known as SCIF.
Senator Mark Warner, classification member of the Senate Intelligence Committee, was visibly frustrated by the opening of an audience today on global threats, including the witnesses DNI Tulsi Gabbard and the director of the CIA John Ratcliffe.
“By putting aside for the moment that classified information should never be discussed on an unlimited system, it is Mindbogggling for me that no one cares to check” who was on the cat, “said Warner.
Gabbard told the hearing that at least from the intelligence point of view, no classified information was discussed in this cat or any other group cat, and Ratcliffe suggested that they did not know of revealed operational details. They have returned other questions about Pentagon sensitive information.
But there is also the question of legal obligations to maintain federal files, because the Atlantic reported that the reported cat was defined to automatically delete messages after a while. And this criticism actually has a base of the internal surveillance agency of the State Department.
In January, the Office of Inspector General of the Department of State (OIG) published its examination of internal work at the American Embassy of kyiv, Ukraine, as part of the IG “inspections” of American missions abroad [PDF]. In the report, kyiv officials described the signal as essential to their work and their security since the embassy reopened in May 2022 after the invasion of Russia.
“An official of the kyiv Embassy stressed that the kyiv Embassy continues to use a signal on the recommendation of American government entities, including DS [State Department’s Bureau of Diplomatic Security]Anxious to guarantee secure, fast and easily accessible communications in a high threat environment, “said the report.” The signal remains an important platform for the operations of the kyiv Embassy because it is used for security communications from the critical embassy, including monitoring of staff movements and the announcement of air raid instructions. “”
There is no accusation in the report according to which the officials discussed classified information on the chat application, but the IG emphasizes because the voice criticism of the Hegseth group cat now emphasizes that government employees are generally not supposed to use the signal or other unauthorized applications for official communications, except in specific circumstances and only in parallel with other disk maintenance protocols. (During the global hearing of threats today, Ratcliffe reiterated that the signal has long been authorized for the use of the government as long as these other file holding measures are taken from protocols which, according to him, followed at least its staff.)
In kyiv, the embassy sent a memo in April 2024 reminding its staff its requirements to hold files, according to the IG report, but it seemed to have little effect.
“The OIG found that the kyiv Embassy has not implemented adequate measures to preserve federal files created using escape platforms,” said the report, adding that “it has not instituted additional measures to ensure that the personnel keep the recordings created or received using escape applications.
“In addition, OIG found that many staff members of the kyiv Embassy said they used signal to carry out official activities of the department but did not preserve the correspondence of the platform in accordance with the retention requirements for federal files,” said the report.
The officials of the State Department and the Embassy would have complained that “the procedures established for the preservation of signal messages are heavy and do not fully deal with the technical limitations and the vulnerabilities of information security that the staff meet when they try to preserve messages”.
The administrative officials of the State Department declared that they were not authorized to prohibit the use of the signal, so instead of its use is generally “authorized but discouraged”. These officials said that they “finally left for user needs at the post, including with the use of the optimal EmepSaget platform to carry out business in a given country”. A brief search for the IG state report archive shows no other mention of the use of the signal in other embassies, at least in the non -classified inspections of the embassy.
In response to the IG report, Ukraine’s American ambassador Brink Brink said that she agreed with three IG recommendations to improve record holding, installing a new recordings and clearer policies and internal controls.
“My priority above all is the safety of my staff and the security of my mission. The emergency action committee, which advises leadership of the department on the security situation in Ukraine, recommended the signal of the escape platform best suited to our current needs, due to its protection in the current report.
“I accepted its recommendation to incorporate the signal in the context of our global risks realization strategy, which includes dynamic telephone applications, movement restrictions and other safety protocols designed and implemented to ensure the safety and efficiency of all USG staff by serving in Ukraine,” she said.
