The United States imposes sanctions on Chinese officials and Hong Kong for having pursued militants abroad

The United States has shot a new series of sanctions in China on Monday, targeting six Chinese and high-level Hong Kong officials on what it described as acts of transnational repression for their repression against pro-democracy activists in Hong Kong and on American soil.
This decision was the first important step in the new Trump administration to put pressure on China on Hong Kong on China. The State Department declared in a statement that the officials used the laws on national security of cities to intimidate, silence and harass 19 pro-democracy activists who had been forced to flee abroad, including an American citizen and four other American residents.
Sanctioned officials included Dong Jingwei, senior national security official of Chinas in the city since 2023. In his previous role as Chinas State Minister, Dong led the efforts of the countries to follow dissidents and catch foreign spies.
The secretary of Hong Kongs for judge Paul Lam and police commissioner Raymond Siu also appeared among the six officials of the national security organizations and the police forces who were sanctioned for their roles in the constraint, the arrest, the detention or the imprisonment of persons under the National Security Act.
In a repression of national security since generalized disorders rocked the city in 2019, the Hong Kong authorities imprisoned dozens of opposition legislators, activists and others, including journalists, in the city.
The State Department also published an annual report on Monday indicating that the Hong Kong government had continued to use its major national security laws to undermine human rights and civil freedoms in Hong Kong, a criticism that other Western countries have also made. He noted that, as recently as December, the government of Hong Kong had offered bonuses for information leading to the arrests of dissidents living abroad.
In the United States, Hong Kong activists welcomed this decision.

He also condemned the sanctions, appealing to him blatant interference in the internal affairs of Chinas and the affairs of Hong Kong.

Willy Wo-Lap Lam, a principal researcher at the Jamestown Foundation of Washington, noted that even if the sanctions were in accordance with Mr. Rubios' position towards China, President Trump himself did not publicly put the emphasis on human rights support in the region. The Trump administration has considerably reduced the funds of organizations that have long given a voice to dissident communities in China and other countries, notably Voice of America and Radio Free Asia.
Trump himself has no interest in what is happening in Tibet, Xinjiang and Hong Kong, said Mr. Lam. But it's just another card to play in longtime systemic competition with China.
