kyiv, the United States and Ukraine, are about to sign a complete agreement to invest jointly in minerals, raw materials and natural resources from Ukraine which would offer Ukraine a certain level of support in the United States in the long term.

Addressing the UKRAINE ICTV network, Ukrainian Prime Minister Denys Shmyhal said that the country's main negotiator for the Minister of the Economy Agreement, Yulia Svyrydenko, went to Washington to sign the agreement alongside the Treasury Secretary Scott Bessent.

Shmyhal said the investment fund would be a 50-50 partnership with the United States and would help the reconstruction and development of Ukraine.

“This is a very good partnership agreement that provides enormous advantages and investments for our country, and provides for the possibility of receiving military assistance from the United States,” said Shmyhal.

“The American side can also count, I repeat, I repeat, new military aid for Ukraine as a contribution to this fund,” he added.

He noted that Ukraine has large deposits of rare land metals, which are key ingredients in batteries and other technologies. “We have concluded an agreement where our money is secure, where we can start digging and doing what we have to do. It is also good for them, because you will have an American presence on the site,” said Trump. This presence, he said, “will keep a lot of bad players outside the country, or certainly outside the area where we excavate.”

“Our side is ready to sign,” said Treasury Secretary on Wednesday.

The signing could mark a victory for the Ukrainians after a series of twists and turns in negotiations with the United States in February, the Trump administration had pressed Zelenskyy to sign an agreement that gave Ukraine very little and would have used profits to recover the aid that the United States has already approved for the country.

Zelenskyy refused to sign this agreement. On February 28, President Trump and Vice-President Vance publicly reprimanded Zelenskyy in the oval office, leaving the agreement in the limbo.

But the two leaders had the opportunity to speak face to face when they attended the funeral of Pope Francis in Rome on Saturday. Zelenskyy described it as a “good meeting” in an article on social networks. The director of communications for the White House, Steven Cheung, told journalists that the two leaders “had a very productive discussion” and said that more details on the meeting would follow.

Once the agreement is signed, it must always be approved by the Ukrainian Parliament.
