New laws targeting online abuse and pornography
Possessing or posting depictions of strangulation or asphyxiation in pornography will be criminalized, with an obligation to stop the spread of such images on platforms. Victims will have even more time ahead of them as the prosecution deadline for intimate image abuse has been extended from the current six months to three years. The measures are the latest steps to halve violence against women and girls.
Victims of intimate image abuse will have up to six times longer to report crime under changes to the Crime and Police Bill tabled in Parliament today (Monday 3 November).
The new amendments, which are a key part of the government's change plans, mean criminals who take or share intimate images without consent will be able to be prosecuted for up to three years after the offense, giving victims vital time and breathing space to come forward.
This will help break down unnecessary barriers victims face when reporting crimes and improve access to justice for those who need it most.
Abuse of intimate images is an abhorrent sexual crime and this Government is determined to ensure that those who commit these cowardly crimes receive the punishment they deserve.
Alex Davies-Jones, Minister for Violence against Women and Violence, said:
Online misogyny has devastating real-life consequences for all of us. Every day, women and girls have their lives turned upside down by cowards who hide behind screens to abuse and exploit them.
This government will not stand by while women are subjected to violence online and victimized by violent pornography that can normalize harm.
We are sending a strong message that dangerous and sexist behavior will not be tolerated.
Further amendments would crack down on violent pornography and criminalize the possession and posting of images depicting strangulation and suffocation.
This follows recommendations from Baroness Bertin's Independent Porn Review. The report found that pornography has contributed to establishing strangulation as a sexual norm, especially among young people who are unaware of the long-term harm.

Viewing and sharing this kind of material online is not only extremely distressing, it is evil and dangerous. People who post or promote such content are contributing to a culture of violence and abuse that has no place in our society.
We also hold technology companies accountable and stop this content before it spreads. We are committed to ensuring that women and girls can go online without fear of violence or exploitation.
Depictions of strangulation in pornography will be made a priority offense under online safety laws. This means that platforms must be held accountable and ensure that content is not spread, which could lead to the normalization of practices that are harmful to people’s privacy.
You should take proactive steps to ensure that users do not view illegal strangulation and asphyxiation content. This may include companies using automated systems to proactively detect and hide images, moderation tools, or stricter content policies to prevent the spread of malicious content.

IFAS welcomes the Government's move to ban depictions of strangulation in pornography. Consenting adults have the right to explore their sexual preferences safely and freely, but they must be aware of the serious risks posed by unregulated online content, especially to children and young people.
Strangulation is a serious form of violence that is often used in domestic violence to control, silence or intimidate. It can send confusing and harmful messages to young people about what is normal and acceptable in intimate relationships, especially when depicted as pornography without context. Our research shows that there is no safe way to kill someone by strangulation.

The new amendments mean offenders who take or share intimate images without consent can be prosecuted at any time within three years from the date the offense occurred and within six months from the date prosecutors have sufficient evidence to bring charges.
