Britain will not be able to rejoin the EU on the special conditions it enjoyed in the past, veterans of Brexit negotiations have said.

The warning comes as senior Labor politicians vying for leadership of the party and the country have spoken publicly about wanting to return to the union at some point in the future.

Georg Riqueles, a former adviser to the EU’s Brexit task force, said he expected member states to take a “very warm and welcoming” but “obstinate” stance on Britain’s membership application.

“I think there is a strategic need for the EU and the UK to work together, but I don’t think there will be a desire to usher in a new decade of British exceptionalism,” he said. “The re-enrollment price will be for membership on regular terms.”

During 47 years of EU membership, the UK has achieved an unprecedented and special status. The idea is to withdraw from key policies such as the single currency, the Schengen passport-free zone, and provide rebates on EU budget payments, while also playing an agenda-setting role.

“Certainly we will start with these standard conditions,” Sandro Gozi, Italy’s European minister from 2014 to 2018, said when asked about joining the euro and Schengen area in re-entry talks. “It is clear that the tailored suit is gone, and it is clear that negotiations in the UK must address all the issues expected of all candidates.”

Gozi, who is currently a member of the European Parliament and chair of the EU-UK Parliamentary Partnership General Assembly delegation, predicted that EU member states would welcome the UK’s application for rejoining, despite the uncertainty over Nigel Farage’s chances as prime minister.

Wes Streeting last weekend argued that the UK should rejoin the EU in the future. Although the former health secretary’s allies said this could not happen without an election or referendum to get the green light from British voters, his comments reignited a long-dormant rift over Europe in the ruling Labor Party leadership.

Greater Manchester mayor Andy Burnham, who is seeking a return to Westminster to challenge the prime minister, has previously said he wants Britain to rejoin the bloc within his lifetime. But on Monday he made it clear that he would not try to make that happen if he were to become prime minister in the short term.

Goji said:[Brexit] “It was a huge disaster for the UK, but it was also a loss for the EU… If, at this moment of great global turmoil, the UK decided to ask to rejoin the EU, I think that would be a huge victory in our political model.” He emphasized that this was not a victory over Britain, but a victory over ‘our charm’.

He went on to say the UK had other options, such as being “aligned with the single market” and becoming the founder of a new European Security Council, a defense leadership body that could include up to 12 members but whose details have not yet been fully laid out. “I think the options are more than just full accession, but it will be up to the UK to understand and decide what they want to do,” he said.

Radosław Sikorski, Britain’s foreign minister in Poland, also warned Britain not to expect a deal similar to the “de facto a la carte membership” of the past. He said earlier this month that Britain’s elite must “internalize” Europe’s fundamental agreements so they “can get more benefits in return for sharing some aspects of sovereignty.”

The application from England, a former member who went through a bitter divorce, was also evaluated as being different from others.

Richelles, now deputy director of the European Policy Center, said many in European capitals and Brussels welcomed Britain’s “spirit and signal” but stressed that this was far from a formal process. “The EU needs to see sustained national consensus that the UK has truly changed its mind.”

Reflecting on his experience, he said: “The EU can work with a UK that knows what it wants. The EU is struggling with a UK that wants the benefits of integration while maintaining the politics of separation.”

“The world of Brexit is gone,” he said, citing Russian militarism, Chinese economic coercion and President Donald Trump’s “America First” policy. “I think everyone with any sense should know that the UK and the EU are part of the same strategic space. If this was a national agreement, [for the UK to rejoin] … I think the EU will take all measures very seriously. But are we there now? Not yet.”

The European Commission’s chief spokeswoman, Paula Pinho, declined to comment on the terms of a potential deal. Referring to the upcoming EU-UK summit, widely expected in early July, she said: “There are discussions going on about closer cooperation in a variety of areas. That’s where we are and that’s what we’re doing as we prepare for the very next summit, rather than speculating about big new issues.”
