New Road Rage: Bitter March in Low-traffic Area in England | Road safety

Behind a pair of giant tree pots full of green grass and purple flowers, over 30 secondary students stretched across the empty residential avenues of the Oval, Lambeth Borough, London. The only sound is that their jokes and laughter grow louder because they don’t hear the sound of a car or van engine nearby.

Soon after, many parents arrive on foot to pick up their little ones from a nearby elementary school. In various combinations of bikes, scooters and buggies, vehicles flow out into quiet alleyways where vehicles are obstructed by greener pots and red warning signs.

Jacqueline Gutierrez, 45, walks next to her seven-year-old daughter Lauren, who rides a bike in the sun. They feel much safer than when they get home for 10 minutes when there aren’t many cars. I was very scared because the car could go really fast and hit me.

This is one of the many emergency low-traffic areas that prevent drivers from traversing the alleys due to barriers, but residents who emerged after the government gave Congress a new 250m travel fund in May will still have access to the vehicle. The Welsh government allocated 15.4m to reallocate road space, and the Scottish government allocated 10m for emergency active travel arrangements.

Over the past four months, more than 200 new plans have been proposed across the UK, with at least 54 local authorities, including Birmingham, Manchester and Edinburgh, planning or implementing traffic through traffic. A vast amount of plans are in the capital, and London occupies 141 areas where rat run may or may be partially blocked by a barrier.

The government and Congress have to act fast because of Covid, says Giulio Ferrini of Sustrans, a walking and cycling charity. Many people do not want to travel by bus and train during the epidemic, so unless Congress provides a viable alternative by making walking and biking safer, people with cars will drive more, causing congestion and at risky levels. There is a real risk of adding contamination. This is what neighbors with low traffic can do.

However, these seemingly modest shifts in traffic management have sometimes sparked sneaky behavior, and the plan has led opposition groups claiming to benefit only the qualifying middle class in leafy settlements at the expense of those who live in the surrounding area or depend on cars. Is increasing.

There have been protests in several boroughs in London, including Ealing, Wandsworth and Islington, and further protests took place this weekend in Hackney. The petition calling for the removal of the Low-Traffic Neighborhood (LTN) plan has been signed by hundreds of people. In Ealing, growers overturned by pouring oil into the space left to allow bikes to pass.

Most Congress appears to be pushing ahead with contingency plans despite backlash. But last week, the Conservative-controlled Wandsworth Congress broke the class and stopped the LTN trial, citing concerns over traffic flows and emergency access.

Lambeth, deputy director of the Labor Party, Claire Holland, has led the implementation of emergency plans in the borough and is concerned that a cultural war is taking place among those who favor or oppose traffic restrictions.

It’s a cultural war between people who want to drive where they want, when and at their own pace, compared to the rights of others to get around peacefully and effectively, the Netherlands says. The truth is that most people in the area don’t have a car, so driving isn’t an option for them. This plan concerns pedestrians and cyclists and drivers who share road space fairly.

In fact, the Netherlands got caught up in this battle. Her home address was recently posted on social media with an account against LTN. I tweeted my address that I only work for personal gain because I live here, she says. I’m worried, but you just have to go ahead.

It’s far from an isolated case. Police confirmed what the policeman said to one person after taking a picture outside the home of a member of the local community in support of the oval plan. The photo was later shared on a deleted Twitter account, which is also known as the ignorant ivory wealthy finger pointing ace hall.

Despite the increasingly fierce debate, the Netherlands insists that the plan is absolutely necessary and is already proving its worth. We are getting a lot less car travel, she says. The main cut-through had more than 4,000 vehicles per day. It’s much safer because the rats no longer run.

But a short walk away, the three residents involved in the One Oval group, who organized protests outside the city hall last weekend, have very different views. They argue that the plan is replacing traffic with less prosperous areas and already heavily polluted main roads where low-income people are more likely to live.

Sam Cooray, living on the border of the plan, claims that the traffic jam used to filter the streets of an oval triangle ended outside her home. Because I’m between two main roads, I’m in a cloud of pollution and my kids are in a cloud of pollution, she says, sitting in a park cafe next to a busy road.

Kuray, 42, added that the supporters of the system came from a very narrow and privileged part of the local population. They do not represent the working class, the BME community, people with disabilities, or local businesses, Ku Ray argues.

I understand that success is difficult for those who mean a good car. But I don’t think it justifies these attacks.Sarah Berry

She accuses plan sponsors of using victim cards and has her own story of intimidation and harassment. I doxed [private information published online], Says Coonay. We are personally attacked and terrible.

This group includes residents within the plan. 36-year-old Jade Castello, who lives in LTN my estate, says it’s now more difficult to take her youngest child to elementary school and other activities farther away. I always got stuck in terrible traffic jams. It takes me much longer. I go out the same way as everyone else on my property, she says. I basically feel like a prisoner.

The Netherlands rejects the claim that the elliptical plan benefits only wealthy homeowners. She points out that it includes 2,000 social rental homes, and 70% of residents do not own a car. The area is full of parliamentary houses, she says, passing by one of five properties.

The elliptical plan isn’t the only road closure to share with Lambeth. Receiving the highest travel funding of the Borough of London, the Parliament has already implemented four low-traffic zones, others planned for later this month.

Sarah Berry, who blogged about biking after the streets around her home in Brixton were closed due to traffic jams, faced a harassment campaign this week that required police intervention. I got a message that you’re the one who hugs the tree and I’m going to drive you out. She said she thinks Railton Road is a low-traffic neighborhood by pushing her bike. They used the photo I posted to figure out my address. They put a lot of effort into making me scared.

Berry, who works for the charity, is worried that the debate over the scheme has become toxic and he cannot understand the level of hostility towards the frenzied new cyclists. I understand that success is really difficult for people who have been told to get a great car all their lives. But I don’t think it justifies this kind of attack.

Nevertheless, Berry is passionate about how the plan has changed her experience with the city, and she was able to build confidence in the quiet streets before taking two wheels and adventuring further and further. For the first time in my life, I am fully responsible for where I am going, how I get there, whether to stop and drink coffee. My world has changed completely. I am in the category of people who are unlikely to ride a bike, but here it is.

She isn’t the only new cyclist in the area. Peddle My Wheels, a commission-assisted service for new riders, has seen a seven-fold increase in bike deliveries within the Railton Road plan since April. The majority were new female riders.

The street closures have left Berry and this new rider feeling liberating, but residents living opposite the growers claim to have been blocked from the rest of the area.

The area is a very wealthy area, says James Thomas, 32, beckoning towards a low-traffic area. It is at the heart of Gentrification at Brixton. Now there is a big barrier, there is a garbage truck depot on the side of the road and we take care of all the traffic.

It’s too early to say whether the new contingency plan encouraged vigorous travel or moved traffic elsewhere, but evidence is growing in Waltham Forest, England’s first low-traffic area. Modeling at Kings College London suggests that the groundbreaking Mini-Netherlands initiative in the Eastern Borough of London, launched in 2014, has improved life expectancy and air quality without causing major road pollution.

A new study of the traffic habits of hundreds of Waltham Forest residents at Westminster University found that car ownership was not included in the plan, and walking and biking increased noticeably within a year.

People in high-dose areas [of traffic interventions]Professor Rachel Aldred, co-author of the study published last week, says they walk or ride 40 to 45 minutes more per week than people in control groups, including in low-traffic areas.

The council’s monitoring showed that there was a slight increase in the surrounding border roads, but overall auto traffic declined in the entire borough. Evidence shows that traffic jams and evaporation are likely to mix. That said, when driving becomes a little harder, Aldred says, some people will travel the other way. I don’t expect 100% of people to stop driving, but given the current trend, you’ll see a lot more traffic jams on all roads without any action that prevents you from driving.

She can protect people living on major roads from traffic pollution by adding measures such as low pollution zones and paved road expansion.

However, this study cannot explain exactly how a particular transport plan will actually go, so the fierce debate between Lambeth and elsewhere is still likely to rage for the time being.

As the sun begins to set down Brixton’s terraces and railroad bridges, Berry prepares to return to the rented home she shares with her friends. Despite having unpleasant reactions to more extreme participants in this rising traffic culture war, she is excited about how quickly people are regaining space previously occupied by trim cars, vans and trucks. One of my favorite residents is a mobility scooter that rides up and down the road while shopping.

Rising temper of social media

It is a fatal mistake for the Ealing council to stop trying to save face and get big enough to accommodate the LTN.

I was fed up with the anti #LTN mob who used the disabled as a phone in claims that were granted their rights when #LTN was there to help the marginalized.

The way Wandsworth succumbed to populism against #LTN instead of promoting a long-term sustainable strategy is shameful.

Not only does LTN increase traffic hours, it also leads to weak economic costs due to wasted business hours.

Therefore, our poor herds living in less preferred areas are classified as suitable for transportation by means of transport.

Ealing’s LTN now means that one of my kids can walk home alone.
