Earlier this month, President Trump’s national security adviser Robert O’Brien held his first meeting with his Russian counterpart, Nikolai Patrushev. The two met in neutral Switzerland while Patrushev, a confidant of Russian President Vladimir Putin, is under US and European Union sanctions.

“One of the reasons I went to meet General Patrushev is to let him know that there would be absolutely no tolerance for any interference with our election day,” O’Brien said after the meeting. He said he “demanded that Russia not engage in this sort of thing. The Russians are committed to doing so.”

Despite Patrushev’s commitment and O’Brien’s apparent acceptance of it, U.S. intelligence agencies say Russia is still trying to intervene.

Last month, FBI Director Christopher Wray told Congress that Russia was engaging in “malicious foreign influence,” including the use of social media and propaganda that primarily targeted the Democratic challenger. from Trump, Joe Biden.

The Kremlin has categorically denied any interference in US elections, past or present. But the Kremlin also recognizes that the issue has become an obstacle to improving bilateral relations, albeit slightly.

Just over a week after Wray’s testimony, Putin offered the United States a deal that would ban interference in the other country’s electoral processes. The initiative echoed Putin’s proposal to form a joint cybersecurity unit, which he launched at his 2018 summit with Trump in Finland and went nowhere.

The Kremlin sticks to the line that it is in fact the United States that is trying to interfere in Russian politics. Three years ago, the Federation Council, the upper house of parliament, formed a temporary committee on foreign interference in Russia.

“It’s called ‘temporary’ because we hope the time will come when you don’t interfere with us,” said Andrei Klimov, chairman of the committee at NPR. “If we make the commission permanent, it would mean that you are going to constantly interfere with us. We always want to believe in the good.”

Klimov says his commission has accumulated thousands of pages of documentation on US influence efforts. He claims that US foundations linked to the US government are working with Russian political activists, and cyberattacks against Russia from the US are many times the other way around.

The notion of “Russian interference” was a scarecrow, he says, invented under the Obama administration in an attempt to help Hillary Clinton win the White House in 2016.

In Moscow, the acrimony left by the last American presidential election is real. Everything was supposed to be so different when Donald Trump unexpectedly took over the presidency from Barack Obama, promising to improve relations with Russia. What followed instead were continued accusations of Russia’s wrongdoing by Trump’s own intelligence officials and congressional bipartisan support for stronger sanctions.

Now, about three months into Trump’s tenure, US-Russian relations are even more strained than when he took office. The last major arms control treaty between the United States and Russia will expire in February and negotiations continue to extend it.

At the same time, Putin has criticized the Trump administration for approving new sanctions and for withdrawing from the Intermediate-Range Nuclear Forces Treaty last year.

As for Biden, Putin said the Democratic candidate used “sharp anti-Russian rhetoric,” but that the Kremlin was encouraged by Biden’s interest in preserving the new arms control treaty START originally negotiated by the Obama administration which expires in February.

Lipman warns that the prospects for better relationships are bleak no matter who wins. If Biden becomes president, he could consolidate European allies against Moscow, she said, while if Trump is re-elected, his political opponents could pursue an even tougher policy towards Russia.

The only thing helping the Kremlin, says Lipman, is more polarization and unrest in the United States.

“The turmoil means the United States is weakened,” she said. “This is what the Kremlin can really benefit from, not improved relations. It is the only thing Russia can hope for.”
