The coming weeks, the budget should be used to make urgent progress in the interparty debate on adult social protection, which Boris Johnson promised within 100 days of the December elections, local councils said.
The budget is barely 10 days short of the Prime Ministers' self-imposed deadline, with no sign of ongoing talks.
Council bosses have warned that without new social care regulations, local services in England would face a funding gap of nearly 6.5 billion by 2025.

An analysis by the Local Government Association found that new resources provided by community secretary Robert Jenrick last month would cut the funding gap faced by boards in 2020-2021, compared to that of the previous month. ; last year, allowing authorities to face increasing cost pressures.
But the LGA has warned that the growing demand for services, especially social care for adults and children and support for the homeless, will see the black hole widen again from 2021-2022 to reach 6.5 billion in 2025. .
