Following two devastating earthquakes in southeastern Turkey in February 2023, the United Nations World Food Program and the Turkish Red Crescent collaborated on a study using the Minimum Expenditure Basket (MEB) methodology and analysis. This paper aims to support emergency response efforts by assessing and measuring basic needs. Although time has passed since these catastrophic earthquakes occurred, relief efforts are continuing in the most affected areas.

Based on demographic data and field assessments before the earthquake, the average earthquake-affected family consists of five people, including two children and three adults. The food component of the Minimum Expenditure Basket (MEB) covers expenses related to a nutrient-balanced diet, while expenses related to health, shelter, education, transportation and communication are calculated according to the SPHERE criteria. Monthly calculations use Consumer Price Index (CPI) data provided by TURKSTAT².

In March 2024, the cost of the minimum spending basket increased by 2.94 percent compared to February 2024, reaching 2,726 TL for an individual and 13,629 TL for a family of five. Although food prices decreased slightly with the start of the spring season, increases in the rent, utilities, and non-food components, which account for more than 50% of the value of the minimum costs, increased the value of the minimum costs.
