Government to lead UK emergency pandemic exercise in autumn

The government said the national pandemic response exercise would be the first in almost a decade, designed to test capabilities, plans and procedures against new threats.

The findings and lessons learned will be made public at the request of Baroness Hallett, who made a series of recommendations in a 217-page report published externally in July 2023.

Another measure is to fully test an emergency alert system that sounds an alarm via mobile phone later this year.

The alert has been used four times since its launch in 2023, including in areas hardest hit by recent storms.

The government has also committed to training 4,000 people a year to better prepare for crises such as the pandemic through the UK Resilience Academy, which is due to open in April.

The COVID-19 Inquiry report found that the pandemic has had a disproportionate impact on vulnerable groups.

McFadden said a new national “vulnerability map” would be produced to highlight populations that may be vulnerable to crisis, using data on age, disability, ethnicity and whether they are receiving treatment.

This is designed to help people get more specific local support.

“We must learn from the COVID-19 pandemic because we cannot repeat the same mistakes,” Mr McFadden said.

“But we will plan in a way that recognizes that the next crisis may not be like the last one.”

He also added that pandemic planning and resilience is about strengthening the country's underlying fundamentals.

Baroness Hallett's first report called for a major overhaul of the systems involved in national emergency preparedness.

It also pointed out that the UK lacks resilience, with high rates of illness and public services operating near, if not above, capacity.
