The Ministry of Justice (MOJ) held its national conference for heads of justice departments on January 13. To advance the work of judicial administration in 2025, the conference stressed the need to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and fully implement the guiding principles of 20th National Congress of the Communist Party of China (CPC). ), the second and third plenary sessions of the 20th CPC Central Committee and Xi Jinping Thought on the Rule of Law, and firmly support the absolute leadership of the Party.

Efforts should be made to continuously strengthen political construction and professional capacity building, safeguard security and stability, consolidate local foundations, forge a competent team of judicial administration professionals, and promote the high-quality development of the judicial administration in the service of Chinese modernization. the lecture heard.

The conference highlighted four key priorities for the work of the judicial administration this year.

First, the country's judicial administrative organs should uphold the Party's absolute leadership in judicial administration and a people-centered approach, adhere to the path of socialist rule of law with Chinese characteristics, strengthen confidence in the Rule of law of the country, strictly observe political discipline and political principles. rules, continually strengthen their political capacity, and always align their thinking, position and actions with those of the CPC Central Committee, with Comrade Xi Jinping at its core.

Second, nationwide judicial administrative organs should implement the relevant reform tasks of the Third Plenary Session of the 20th CPC Central Committee and effectively serve the overall work of the Party and the state.

Efforts should be made to strengthen the supply of laws and regulations in key areas, emerging and foreign-related areas, improve legislative research, planning and coordination, and improve the quality and efficiency of the legislation.

The conference also highlighted the need to implement the tasks of normalizing business-related law enforcement actions as deployed, take advantage of the role of administrative review in resolving administrative disputes, and promote the improvement of administration based on law.

Focusing on people's needs in livelihood areas such as employment, education, health care and social security, the conference called for accelerating improvement in the quality and credibility of legal services such such as lawyers, legal aid, notarization, arbitration and judicial evaluation. ensure that people can truly experience the convenience, efficiency and fairness of the country's legal services.

The country's judicial administrative organs should promote the integrated development of overseas-related rule of law on the basis of their functions, promote the establishment of world-class arbitration institutions and law firms with Chinese characteristics. , accelerate the cultivation of foreign-related legal talents and improve the capabilities of foreign-related legal departments, according to the conference.

Third, the conference urged efforts to maintain a minimum of security and stability, promote criminal correction through education, community correction, resettlement and assistance to those released from prison after serving their sentences , dispute resolution and legal publicity in a coordinated manner, to ensure the effective implementation of popular mediation, strengthen the development of basic institutions such as justice bureaus, and make progress in substantively promoting dispute resolution as well as prevention and reduction of the risk of recidivism.
