Raimondo: All school districts except 2 RI can have full personal tutoring starting September 14
PROVIDENCE, NEW (WPRI) Almost all school districts in Rhode Island have been given the green light to reopen for full, personal learning on September 14, Gov. Gina Raimondo announced on Monday.
According to Raimondo, every district except Providence and Central Falls met the five metrics needed to fully reopen to all students. These two cities did not fall below 100 cases of COVID-19 per 100,000 inhabitants last week, the required level of municipal virus.
Districts are allowed to “facilitate” full-person learning, Raimondo said, but the expectation is that all students will be at school by Tuesday, Oct. 13, except those chosen by their parents.
“Obviously, just because you have the green light does not mean you have to break the gas and go full full on the first day,” she said. “We hope and expect you to proceed carefully.”

“Some districts will proceed faster, other districts will have a more cautious approach and we think it is okay, we think it is appropriate,” Raimondo continued. “We are saying openly as much as you can starting September 14, and many of you will take a scalable approach, for which we think it is fully accountable.”

Providence and Central Falls could start the year with part-time tutoring, and the state will review the data on Oct. 13 to see if those schools can be fully reopened.

Private and independent schools are also cleared to reopen, Raimondo said, as Rhode Island has met four state-level metrics and those schools are not required by municipal metrics, with students coming from all sides.
Several school committees including Warwick and Pawtucket had already voted to start the year with full distance learning before Monday’s announcement. Raimondo said he hopes they change their minds.
“If they do not, for sure, they will be exposed to a number of lawsuits on behalf of parents who may seek private tutoring,” she warned, adding that potential districts could face federal funding issues if do not reopen. She said it was not yet clear what the state’s legal authority is to force districts to reopen their schools.
The governor urged parents to “be patient, be kind and creative and understanding” with each other and with state and school officials, especially during the first weeks of school.
“There will be new procedures in the hallway, new lunch procedures, new bathroom procedures, new abandonment procedures, new reception procedures … everything will be different,” she said.
Parents will still be given the opportunity for their children to learn remotely. In Providence, for example, more than 6,500 students are enrolled in the virtual learning academy, which will continue despite the partial reopening scenario.
“No one will ever force you to send your child to school,” Raimondo said. “I have talked to many parents whose children have basic health conditions, developmental disabilities, living at home with a mother or a father or a cousin who is very ill himself.”
“Do what is convenient for your family,” she added. “But it is our obligation to provide every student in the state of Rhode Island with a high quality public education and by October 13, everyone must return to school.”

To ensure that every school is safe and following the rules, the state has put together a team to conduct a comprehensive tour of each building before students return, according to Raimondo, and there will be an ongoing audit process during all year round. She said if a school is not discovered it will be allowed to reopen.
“The facility will remain closed, children can either learn in another building or learn at a distance while we work with the structure to bring it into code,” Raimondo said.
Director of Health Dr. Nicole Alexander-Scott said the state would take advice from Rhode Island Arden Engineering on a number of issues, particularly air circulation in school buildings.
“These school trips are just one way in which we are doing everything we can to make sure the school communities are ready for September 14,” she said. “Another way we are ensuring school readiness is by encouraging schools that are reopening to learn to personally consider the sustainable opening approach, in stages described by the governor.”
“As I have said in the past, we will be in all cases related to a school,” Alexander-Scott added. “We have had months of practice. We have known for years, as the Department of Health, how to do case investigations and tracking contacts, and what was shared nationwide last week was the fact that we applied that knowledge well when it came to care for children and we are going to do the same again in extending this to schools. “
New data from the NEW Department of Health showed 167 new positive cases since the data was last published on Friday.
Health officials also announced two more COVID-19-related deaths on Monday, bringing the state total to 1,048.
As of mid-Monday, 77 patients with COVID-19 were in the hospital, of whom nine are in the intensive care unit and five are in the ventilator.
Raimondo also announced Monday that beaches and state parks will remain open after Labor Day with no lifeguards or parking fees.
As for the holiday weekend, she encouraged Rhode Islanders to go out and have fun, but do it safely by wearing masks, avoiding crowds, and holding social gatherings for no more than 15 people.
Raimondo said the safest way to celebrate is to do this outside and issued a reminder about The Take It Outside Campaign it launched last week. Through initiative, people and businesses can do spare space in state parks.
