Rubio’s India visit: Trump aide Marco Rubio holds meeting with PM Modi

Prime Minister Narendra Modi on Saturday held crucial talks on security and trade with US Secretary of State Marco Rubio, who in turn extended an invitation to him to the White House on behalf of Donald Trump. Rubio’s three-day India visit comes at a time when India-US ties under Trump 2.0 have continued to fluctuate amid trade and energy tensions, which have only deepened against the backdrop of the Iran conflict.

U.S. envoy Sergio Gor, who joined Rubio for the meeting with Prime Minister Modi, said the talks also focused on the Indo-Pacific, where China has sought to assert its strength. India has always been seen by the United States as a counterweight to China in this crucial region.

“We had a productive discussion on ways to deepen cooperation between the United States and India in the areas of security, trade, and critical technologies…India is a vital partner for the United States!” Gor tweeted. He also said that Prime Minister Modi would be invited to the White House in the “near future”.

At the meeting, Rubio also made the case for U.S. energy products, saying they have the potential to diversify India’s energy supply. This comes amid growing concerns for India, which imports 80% of its crude oil needs, as the effective closure of the Strait of Hormuz continues to affect energy flows.

“The United States will not let Iran hold the global energy market hostage,” Rubio told Prime Minister Modi. The energy talk comes as the United States, which took control of Venezuela’s oil industry after the capture of former President Nicolas Maduro, appears eager to push Venezuelan crude back onto the global market.

WHAT DID PM MODI SAY DURING THE MEETING WITH RUBIO?

Prime Minister Modi, in his message on X, added that issues related to regional and global peace and security were also discussed, indicating that the Iranian conflict was among the topics discussed.

The timing is crucial amid reports that Trump was considering restarting strikes on Iran after talks for a peace deal, mediated by Pakistan, bore no fruit.

“We discussed the sustained progress in the India-US Comprehensive Global Strategic Partnership and issues related to regional and global peace and security,” PM Modi tweeted.

“India and the United States will continue to work closely for global good,” he added.

The prime minister last met with Trump in February 2025, when he became one of the first world leaders to visit the White House after the Republican eccentric returned to power. Trump called Prime Minister Modi a “great friend” and the two pledged to double US-India trade to $500 billion by 2030.

However, relations hit an all-time low in the following months when Trump imposed tariffs of up to 50% on India over its continued purchases of Russian oil – a move the White House said financed Moscow’s war machine against Ukraine. The strain in relations was tacitly used by Pakistan to get closer to Trump by massaging his ego.

A turnaround came in February this year, after India and the United States reached a trade deal. Trump also reduced tariffs on Indian imports to 18%. However, the war in Iran and unrest in the Middle East delayed the signing of a formal trade deal.

Over the course of this year, as US-India relations have seethed, Prime Minister Modi and Trump have failed to cross paths at major global summits. However, the big meeting could take place as soon as next month on the sidelines of the G7 summit in France, where Prime Minister Modi has been a special guest.

IMPORTANCE OF RUBIO’S VISIT

In this context, Rubio’s visit, after Trump’s largely unsuccessful visit to China, is seen as an attempt to repair relations and bridge the divide. The chill in relations was visible when Rubio was greeted at the Delhi airport by a low-ranking MEA official, and no senior ministers were present.

Interestingly, Rubio made Calcutta his first stop, visiting the Motherhouse, the headquarters of the Missionaries of Charity of Saint Teresa. It was the first visit by a senior US official to Calcutta in 14 years. Hillary Clinton, then US Secretary of State, visited Kolkata in 2012. After a brief three-hour visit, Rubio left for Delhi.

The US secretary of state will also attend a meeting of Quad foreign ministers (India, US, Japan, Australia) on May 26, a sign of a revival of the group that was put on hold by Trump. The same Trump was optimistic about the Quad during his first term.

It remains to be seen whether Rubio’s visit will generate a tangible breakthrough as Washington attempts to strengthen its partnership with New Delhi.
