Britain’s chief intelligence officer: 500,000 Russian soldiers killed in Ukraine
Nearly half a million Russian soldiers have been killed in Ukraine since 2022. This is a death toll that exceeds the total losses of the United States during World War II. The head of Britain’s top intelligence agency delivered on Wednesday one of the highest death tolls a Western government has ever released for Russia’s war in Ukraine.
According to the Ukrainian General Staff, Russia is currently losing about 1,000 troops killed and wounded a day on the front lines.
Western officials agree that Ukraine has gained a serious advantage on the battlefield for the first time in years, with Russia struggling to break through Ukraine’s multi-layered air defenses or strengthen its counteroffensive against Kiev’s growing arsenal.
“[Russian President Vladimir] President Putin is retreating from the battlefield with new information showing that nearly half a million Russian soldiers have been killed since the conflict began, Britain’s GCHQ intelligence chief Anne Kist-Butler said on Wednesday.
So far, Western governments have hedged against Russia’s total losses, noting that total deaths and injuries will only reach about 1.2 million by the end of 2025.
The new figures reconstruct that situation. If nearly half a million Russian troops are killed, hundreds of thousands more will almost certainly be wounded, making Moscow’s actual casualty costs much steeper.
This disclosure further solidified the growing consensus. Russia gave chase for the first time since the start of the war.
Russia’s battlefield gains are “inching closer to net zero,” the Institute for War Studies concluded this week, after Russia lost 116 square kilometers of Ukrainian territory last April and as Ukrainian forces begin to break away from the positional warfare that has dominated the front lines since 2023. This is the first net territory loss in 20 months.
“It should now be considered an official estimate, given the sources,” Michael Clarke, former director-general of the Royal United Services Institute, told CBS News.
“The actual toll may be higher because the Russians are neglecting the wounded on the front lines so much,” Clark said.
These figures broadly track an earlier Dutch military intelligence assessment that estimated Russian “permanent losses” at around 1.2 million, including more than 500,000 dead.
This is much higher than what independent Russian investigators have recorded. According to Meduza, more than 108,000 Russian war deaths have been individually named through open source reporting, with an estimated minimum of around 350,000.
Although U.S. intelligence agencies have not publicly endorsed estimates of Russia’s death toll, the Director of National Intelligence estimated that Russia suffered more than 750,000 deaths and injuries in March 2025.
New British estimates, based only on deaths, suggest that the total number of casualties in Russia is much higher than the United States has stated.
The Ukrainian General Staff said Russia’s cumulative losses were much higher, putting the dead and wounded at an estimated 1.36 million.
The Russian casualty figures come amid widespread discussions about Russia’s hybrid operations targeting Britain, including cyberattacks on critical infrastructure, attempts at sabotage and efforts to smuggle Western technology into Moscow’s defense industry, according to British intelligence.
Keast-Butler said GCHQ “is constantly working with our intelligence and defense partners to degrade and reduce the Russian threat.”
Moscow is now replacing those losses through a recruitment system built on cash signing bonuses, conscription of prisoners, and waves of North Korean troops sent by Pyongyang to plug the front lines, which it says will allow Putin to avoid a politically costly second wave of mobilization that would destabilize his rule in late 2022.
Despite the damage, Russian forces are continuing their offensive across Donetsk and Zaporizhia and are continuing to fire massive missile and drone salvos at Ukrainian cities. Moscow recently warned foreign diplomats to leave Kiev ahead of a “systematic and sustained” attack on the decision-making
But the deal is becoming noticeably more unfavorable.
Russia emerged victorious after more than a year of fighting to capture Pokrovsk in late 2025. The Center for Strategic and International Studies assessed this progress as slower than the Allied progress in the Battle of the Somme.
U.S. Secretary of State Marco Rubio said earlier this month that Russia is losing roughly five soldiers for every Ukrainian casualty. These rates, if accurate, suggest that the Kremlin is paying significantly more per square mile of occupied territory than it did in the early stages of the more than four-year war.
“The Ukrainian army is the strongest and most powerful army in all of Europe,” Rubio said earlier this month.
