“Big country, big rooms”: what a meeting with Xi Jinping really looks like

When world leaders meet with Chinese President Xi Jinping, almost everything is planned down to the smallest detail.

“There should be no surprises,” Finnish Ambassador to China Mikko Kinnunen told ScandAsia, describing how official meetings with Chinese leaders are organized.

Kinnunen spoke to ScandAsia following Finnish Prime Minister Petteri Orpo’s visit to Beijing in January, during which Orpo met Chinese President Xi Jinping and Premier Li Qiang.

According to the ambassador, the process begins well before the meeting itself.

“China is a big country and the protocol is very precise. Everything is quite planned,” Kinnunen said.

Military guards and giant meeting rooms

For high-level visits, leaders are often greeted with official ceremonies and a military honor guard at Beijing’s Great Hall of the People.

Kinnunen explained that the official host depends on the person visiting.

When a prime minister visits China, the official host is usually the Chinese premier – currently Li Qiang – although the visiting leader also meets with Xi Jinping.

Inside, meetings take place in huge rooms with long tables separating the Chinese delegation from the visiting delegation.

“Big country, big venues,” Kinnunen said. Explaining that the Chinese are on the side of the long table, then the Finns are on the other side.

It’s all about positivity

According to him, the first minutes are carefully staged for the cameras and journalists.

“The press is there for about the first five minutes,” he explained.

During this public part of the meeting, both sides usually make polite statements about relations between their countries.

“Basically, you would say positive things. Also, at this point, it is possible to name 2-3 most important topics on your agenda,” Kinnunen said.

“And this, whatever the country.”

The real discussions begin behind closed doors

Once the journalists leave the room, private discussions begin.

According to Kinnunen, this is where countries can raise more sensitive issues directly with Chinese leaders.

For Finland, topics such as Russia’s illegal war of aggression in Ukraine and trade relations are among the issues discussed at high-level meetings like this.

Kinnunen also said that Finland always considers face-to-face meetings important because they give countries the opportunity to directly express their political and economic concerns with Chinese leaders.
