EU ministers resist big Brexit overhaul as UK ‘joining’ speculation grows – EUobserver
EU officials have been cautious about the prospect of rapprochement with the United Kingdom, amid growing speculation that London wants to reverse much of the Brexit process.
Relations with the United Kingdom were high on the agenda at a meeting of the Council of the European Union. general affairs consultancy in Brussels on Tuesday (25 May) and, ahead of the meeting, Irish Foreign Minister Helen McEntee told reporters that concluding EU-UK negotiations on agri-food standards and emissions trading schemes was a top priority.
But other senior officials have revealed little. Marilena Raouna, Cypriot Deputy Minister for European Affairs, told reporters After Tuesday’s meeting, “tangible progress” was made during his government’s six-month EU Council presidency, highlighting the conclusion of a deal on Gibraltar and the start of negotiations on electricity trade.
She added that “the ministers shared a clear desire to continue to strengthen their relations in a pragmatic spirit”.
British Prime Minister Keir Starmer promised a “reset” of UK-EU relations after winning the 2024 election and has since rejoined the UK in the Erasmus student exchange program as well as parts of the EU’s cohesion policy aimed at supporting the bloc’s poorer regions. His ministers also began talks with European officials on electricity trade and an agreement on phytosanitary standards that would make trade in agricultural products easier.
But with Starmer under heavy pressure to resign following dismal results in May’s local elections, and Labor falling behind Nigel Farage’s reformist nationalist party in opinion polls, Andy Burnham and Wes Streeting, the two most likely candidates to replace him as prime minister, have both called for the UK to return to the EU, although without setting a timetable for doing so.
The Starmer government, for its part, has proposed joining the single market, according to press reports, but has so far been rebuffed by the EU.
Also on Tuesday, the bloc’s commissioner for startups, research and innovation, Ekaterina Zaharieva, told the Financial Times that the UK could join the EU’s €4 billion investment fund for start-ups.
For his part, Commissioner for Democracy and Rule of Law, Michael McGrath, stuck to generalities, saying that the European Commission “continues to work to translate the renewed bilateral agenda into concrete results” based on the “full and faithful implementation” of the existing trade and cooperation agreement.
Although most EU governments are relieved by the Starmer government’s desire for closer ties, few want to reopen the trade and cooperation agreement agreed with Boris Johnson in December 2020.
Instead, most want to take a piecemeal approach, focusing on phytosanitary standards and the UK’s participation, in return for a financial contribution, to the EU’s SAFE defense procurement programme.
“The UK clearly understands that Brexit was one of the factors contributing to its economic difficulties,” Bernd Lange, chair of the European Parliament’s international trade committee, told EUobserver.
Highlighting the mutual desire for “closer alignment,” he added: “My feeling is that in the long term this could evolve into something that resembles a Swiss-style model.”
