JAKARTA – DPP Gerindra Party Spokesperson Bahtra Banong Responds to Controversy Over 1,098 Aids sacrificial cow President Prabowo Subianto uses APBN. This aid is legally valid because it is part of the Presidential Community Assistance (Banmaspres) which has a budgetary basis and official mechanisms in the state financial system.
“So this is not the President’s personal money that is claimed as personal assistance. This is a state community assistance program that is officially budgeted by the APBN to help people in various areas. No rules have been violated there,” Bahtra said, Wednesday (05/27/2026).
Bahtra explained that the President’s community assistance, including sacrificial cow assistance, has a valid legal basis because it originates from the APBN as regulated by the APBN Act of 2026 and is implemented in accordance with the state financial management mechanism based on the State Finance Law and the State Treasury Law through the Department of State Secretariat.
The Deputy Chairman of Commission II of the House of Representatives added that the president’s welfare is not something new in the practice of the Indonesian government and it has been implemented by previous governments, including during the era of President Susilo Bambang Yudhoyono and President Joko Widodo alias. Jokowi.
“During the time of the previous president, there was also aid in the form of sacrificial cows from the president which was distributed to various regions through state mechanisms and facilitated by the Presidential Secretariat,” he said.
“Aside from that, the president’s community assistance has long included basic food assistance, aid for habitable housing, aid for disaster victims, aid for education, aid for health, aid for places of worship, and welfare aid for disadvantaged communities. So don’t form an opinion as if a program like this only exists now,” he explained.
He stressed that the state has the obligation to be present to help the community, including during religious moments such as Eid al-Adha, as part of social functions and state services to the population.
