Assembly delay leaves KP budget in limbo as PTI seeks meeting with Imran

As the PTI continues to insist on a meeting with party founder Imran Khan, the fate of the Khyber-Pakhtunkhwa budget remains uncertain after President Babar Saleem Swati postponed the provincial assembly session scheduled for Wednesday to Friday.
The Assembly session has been convened for 2 p.m. on Friday June 19. Exercising his authority, President Babar Saleem Swati postponed for the fifth consecutive time the session which was to take place on Wednesday, June 17.
Before Eid on May 18, the speaker adjourned the assembly session till June 1 at 2 p.m. after reporting lack of quorum. Since then, the session has been postponed several times: to June 8, 15 and 17, and now to June 19.
The Khyber-Pakhtunkhwa Assembly Secretariat has officially issued a notification convening the Assembly session at 2 pm on June 19.
A special team of PTI legal experts was examining all constitutional and legal issues regarding the provincial budget as the ruling party awaits permission to meet its incarcerated founder Imran Khan.
Earlier last week, Aleema Khan, sister of Imran Khan, had also asked KP Chief Minister Sohail Afridi not to present a budget without meeting Imran Khan. A similar situation had also occurred earlier last year during consultations with Imran Khan before the adoption of the budget.
On the other hand, Leader of Opposition in Khyber-Pakhtunkhwa Assembly Dr Ibadullah Khan had warned that if the provincial government refused to present the budget for the next financial year, a “strong backlash” would come from the opposition.
KP Advisor to Chief Minister Finance Muzzammil Aslam told the media that he had also requested the federal side to arrange their meeting with Imran Khan to seek his approval on the budget.
He said the PTI founder had also supported the decisions taken for national interest and security and would do the same this time.
The advisor, however, said the meeting with the party founder was their legitimate demand and the federal government should allow them to meet him. He said they have so far not received the go-ahead for the meeting with Mr Imran.
Aslam said the finance ministry had prepared a budget for one year and was ready to present it whenever the provincial government requested it.
“We have done our job and we are ready to present it whenever the government asks us to,” he said.
Meanwhile, a statement issued after a recent parliamentary meeting of the party said the participants were informed that if access to imprisoned former Prime Minister Imran continued to be denied, the legal team would undertake a detailed review of all constitutional and legal options regarding the budget process and formulate a comprehensive legal action plan to safeguard the constitutional rights of the KP.
He added that the meeting unequivocally stated that any attempt to undermine the province’s fiscal autonomy or reduce its development resources would be unacceptable.
Furthermore, the party decided that any attempt by the federal government to reduce the province’s budgetary allocations or development resources would not be accepted without consultation with Imran.
The meeting undertook a comprehensive review of the recent conduct of the federal government, the emerging situation surrounding the provincial budget, the possibility of reductions in development allocations and the current political environment. Participants agreed to pursue a strong political and legal strategy aimed at protecting the legitimate interests of the province and its people.
“The parliamentary party emphasized that any effort by the federal government to restrict the democratic mandate, financial rights or development interests of the province would be met with strong political resistance,” he said.
He said those responsible for undermining the public mandate, the meeting noted, would be challenged and exposed in all constitutional, political and public forums.
The meeting also reiterated that all constitutional and democratic avenues would be followed to protect the rights of the people of KP and no unconstitutional action would be met with silence or acquiescence.
