KP BUDGET 2026-27: PTI lawmakers slam govt for rejecting their proposals – Journal


PESHAWAR: As debates on Khyber Pakhtunkhwa’s budget for the financial year 2026-27 continue in the provincial assembly, disgruntled lawmakers from the ruling Pakistan Tehreek-i-Insaf party have criticized their own government for scrapping development projects and allocating meager funds for modernization projects in their constituencies.

During a session held here under the chairmanship of KP Assembly Speaker Babar Saleem Swati, they warned of a protest against their own government if the development projects they had proposed for their constituencies were not included in the annual development programme.

Former cabinet member and disgruntled PTI lawmaker Sajjad Barakwal said several projects he had proposed were removed from the budget. He said the meager allocations for his projects clearly meant some projects would take at least 70 years to complete.

He said his constituency was rich in oil and gas and generated billions of rupees in revenue. He protested against the non-granting of royalties in terms of oil and gas production to his district, Karak.

The lawmaker warned against protesting alongside his constituents. “My constituency generates revenue of Rs 50 billion annually. I am demanding arrears. If the ADP projects are not approved, I will protest,” he said.

Another disgruntled MPA, Mushtaq Ghani, suggested that the allocation of Rs 200 billion for the Khushal Hazara scheme should be revised. Some of the projects, despite several efforts, could not be reflected in the budget in 13 years, during three consecutive governments from PTI to KP, he added.

He declared that the members of his group, around thirty deputies, were criticized as if they belonged to another party. He said they stood with the government and would always support it. He added that all the Treasury lawmakers got votes just because of the incarcerated former Prime Minister Imran Khan and no one could even think of opposing him.

He said they did not violate party discipline and held talks with leaders. “We want an announcement of a movement to free PTI founder Imran Khan,” he said.

Idrees Khattak, another disgruntled MPA, said although the provincial government had considered several projects in the health and education sectors, patients were still being referred to the provincial capital for treatment.

Earlier, Advisor to the Chief Minister on Finance Muzammil Aslam had said that the entire House should fight for the rights of the province. He also rejected the opposition’s assertion that the province’s time limit was 47 years. According to statistics, it lasted for seven years, he said, adding that the provincial government has spent over Rs 160 billion currently in the merged districts, while the federal government has released only Rs 80 billion.

He said the federal government had allocated Rs66 billion for development, which was also reduced to Rs55 billion. He said the provincial government was considering approaching the Constitutional Court on the NFC issue.

He said that according to the opposition, KP received 93 percent of the resources from the federal government, but he never talked about Punjab, which received 85 percent from the Center while Sindh received 78 percent. He added that about 58 percent of the KP budget was spent on health, education and police.

Information Minister Shafi Jan said it was the first budget drawn up in the province’s history and it was the only province where people did not protest after a budget was presented.

He said the federal government would receive grant only after the chief minister meets Imran Khan and the PTI founder is shifted to the hospital and provided with all facilities.

JUI-F’s Maulana Lutfur Rehman said presenting a budget was a constitutional obligation and lawmakers simply read the budget documents and move forward.

He said suggestions from public representatives should have been included in the budget. He said funds were not distributed based on constituency needs.

PPP’s Ahmad Karim Kundi said the budget was a distribution of resources presented by the federal and provincial governments. He added that the federal budget should also be discussed.

He said the federation was based on equality and distribution of resources was its main character, while questioning whether resources were fairly distributed among provinces.

He wondered why Fata House in Islamabad could not be taken over by the KP government, when the Mohammad Khel copper mine in North Waziristan, the largest mine after Reko Diq, was also not under the control of the provincial government.

Arbab Mohammad Usman of the ANP said medical education institutions were in losses and unable to share credible data with lawmakers. He said rural health centers, basic health units and hospitals should be rehabilitated to ease the burden on tertiary care hospitals.

He said more than five million children were out of school, but the government announced model schools in chief of the ministry.

PML-N’s Sardar Shahjahan Yousaf said the provinces fought for the National Finance Commission (NFC), but the Provincial Finance Commission (PFC) was not discussed. He said need-based projects should be launched. He asked the government to initiate projects that could be completed at least within a few years.

He also said that the increase in wages must be at least 10 percent, taking into account the rise in prices. He said the provincial government had fixed the minimum wage at Rs45,000. He questioned whether employees in the private sector, including contractual employees, drivers and teachers of private educational institutions, were paid the minimum wage. “It is the responsibility of the government to implement the minimum wage,” he said.
