Iranian President invites PM Modi to Khamenei’s funeral, Indian side yet to decide

Iranian President Masoud Pezeshkian has invited Prime Minister Narendra Modi to attend the funeral program of former Supreme Leader Seyyed Ali Khamenei, a six-day event in three Iranian cities, sources familiar with the matter said on Wednesday.

The Indian side is yet to respond to the call on the level of participation in the event, although a senior leader is expected to represent the country at the main events planned in Tehran in early July, the sources said on condition of anonymity.

Pezeshkian’s invitation was conveyed by the Iranian Embassy to the Foreign Ministry on Tuesday, the sources said. People close to the Indian government’s thinking said a decision on the level of participation would be made closer to the event.

The funeral program will begin with a farewell ceremony in Tehran on July 4-5, and the main funeral procession in the Iranian capital is scheduled for July 6, according to Iranian state media. On July 7, ceremonies will take place in the holy city of Qom and the burial in Mashhad, Khamenei’s hometown, is planned for July 9.

Khamenei, 86, was killed on February 28, the first day of the conflict in West Asia triggered by Israel and US attacks on Iran. He was killed in an airstrike on the Tehran compound housing his office.

Besides Modi, the leaders of China, Russia, Pakistan and Qatar were invited to the funeral program. Pakistani Prime Minister Shehbaz Sharif said an official delegation would attend the funeral.

India had remained silent on the Israeli-US military strikes that killed Khamenei until Foreign Minister Vikram Misri visited the Iranian embassy on March 5 to sign the book of condolences on behalf of the government.

At the time, the opposition Congress party as well as former military officials and diplomats criticized the government’s stance on the assassination of Khamenei and the sinking of an Iranian frigate by a US submarine in Sri Lanka’s exclusive economic zone as it left the region after participating in an international fleet review and a multinational exercise hosted by India.

The people cited above said there was a precedent for high-level Indian participation in the funerals of Iranian leaders. In 2024, when the then Iranian President Ebrahim Raisi and Foreign Minister Hossein Amir-Abdollahian were killed in a helicopter crash, the then Vice President Jagdeep Dhankar had represented India at their funeral.

Modi last visited Tehran in May 2016, when he met Khamenei and India finalized a trilateral agreement with Afghanistan and Iran to develop the Chabahar port. Modi also met Pezeshkian on the sidelines of the Brics summit in Russia in October 2024.

The memorandum of understanding signed by Iran and the United States on de-escalation and ongoing negotiations for a resolution to the conflict have opened the possibility for Washington to end sanctions on Iranian oil and the development of the Chabahar port.
