Pakistan, Turkey sign three MoUs to strengthen cooperation in power sector

Pakistan and Turkey on Thursday signed three memoranda of understanding (MoU) aimed at strengthening institutional collaboration, technical cooperation and knowledge sharing in the power sector during high-level consultations held in Istanbul.

The agreements were signed as part of the continued cooperation between the two brotherly countries in the energy sector, according to a statement issued by the Ministry of Energy (Energy Division).

The agreements reflect the two countries’ shared commitment to deepen institutional collaboration, promote knowledge exchange and strengthen technical cooperation in key areas of the power sector.

The MoUs were signed between Pakistani and Turkish energy sector entities, Independent System and Market Operator (ISMO) and Istanbul Energy Exchange (EPIAS), ISMO and Turkish Electricity Transmission Company (TEIAS), as well as Energy Planning and Monitoring Company (PPMC) and Turkish Electricity Distribution Company (TEDAS).

The agreements establish formal frameworks for cooperation in areas such as post-privatization governance framework, electricity market development, formulation of regulations on ancillary services, power system operation, transmission planning, distribution sector management, digitalization, capacity building, institutional strengthening and exchange of technical expertise.

Federal Minister for Energy Sardar Awais Ahmad Khan Leghari welcomed the signing of the MoUs and noted that these partnerships represented an important step towards strengthening Pakistan’s energy institutions through collaboration with key Turkish counterparts.

He stressed that Pakistan is determined to learn lessons from Turkey’s successful experience in power market reform, development of transmission system, modernization of distribution sector and integration of advanced technologies in power sector operations.

Leghari stressed the importance of learning lessons from the Turkish experience in developing the post-privatization framework and managing the electricity sector in a privatized environment.

He highlighted that cooperation among sectoral institutions will facilitate the transfer of practical knowledge, operational experiences and best practices that can support Pakistan’s continued efforts to improve efficiency, improve service delivery, strengthen governance and build a more sustainable and competitive power sector.

The Turkish side expressed its commitment to supporting long-term institutional cooperation and welcomed the opportunity for the two countries to work closely.

The signing of the MoUs will pave the way for joint technical initiatives, expert exchanges, training programs, study visits and collaborative projects aimed at advancing the development of the energy sector in Pakistan.

The federal government considers these agreements as an important outcome of the energy dialogue between Pakistan and Turkey and a concrete demonstration of the growing strategic partnership between the two brotherly nations in the energy sector, the statement said.
