Tong: CT secures second victory in two days against Trump administration on voting rights

HARTFORD, CT — Connecticut has won its second legal victory against President Donald Trump’s administration in two days, according to a statement from Attorney General William Tong’s office.

Tong said Thursday that the U.S. District Court in Massachusetts blocked what he called an illegal executive order issued March 31 that amounted to an attempt to commandeer state elections.

A day earlier, Tong announced another legal victory over what he called unconstitutional documentary evidence of citizenship requirements for voting.

“Another major defeat for President Trump and his desperate and illegal attempts to control our elections,” Tong said. “These are crucial victories as we approach the November election. We will continue to fight and win to protect our democracy and ensure that every legal vote is counted.”

The order sought to interfere with states’ constitutional authority to administer elections by limiting voter eligibility and absentee voting to federally pre-authorized voter lists, Tong said.

Thursday’s court victory follows a ruling Wednesday by the Massachusetts federal court granting a permanent injunction to block Trump’s March 25, 2025, executive order that Tong said was intended to enlist state election officials in the presidential campaign to impose documentary proof of citizenship for voter registration, force states to ignore mail-in ballots cast on Election Day but received by election officials days later, and withhold various federal funding flows to states if they do not comply.

Tong said the Constitution does not allow the president to unilaterally impose changes to federal election procedures, especially without an act of Congress authorizing him to do so.
