President Trump reversed the signing of major housing legislation, former national security adviser John Bolton pleaded guilty to mishandling classified documents, and democratic socialists made progress.
SCOTT SIMON, HOST:
The scene was set this week in the Statuary Hall of the US Capitol, American flags, an office decorated with the presidential seal. But President Trump reversed his signing of a major bipartisan housing bill, saying he refused to sign it until the Senate passed the SAVE Act, which would strengthen ID requirements for voting. Joining us is NPR senior contributor Ron Elving. Ron, thank you very much for being with us.
RON ELVING, BYLINE: Nice to be with you, Scott.
SIMON: How do you analyze the President’s decision here? Refusing to sign legislation to make housing more affordable, then trying to force the Senate to do what it wants on voter IDs.
ELVING: It’s hard to understand, Scott. Whether it’s policy or politics, the country is increasingly concerned about the cost of ordinary living. Housing is one of the biggest concerns. So here is a bill supported by majorities in both parties – in the House and Senate – and signing it seems like a no-brainer. In baseball, it would be a hanging curveball begging for a trip to the stands. But instead we get this dramatic last minute cancellation.
And what did it accomplish? Does Trump’s voting procedure bill get the votes it needs in the Senate? Did it bring him closer? Does this at least unite his party on the issue? No. This shows, once again, that Trump is not focused on what the country needs and wants, but on his own agenda, particularly his goal of changing the way Americans vote. So instead of a feel-good moment and a topic that Republicans could run on this fall, Trump had to change the subject, once again talking about voter fraud, without offering any evidence of actual voter fraud affecting the actual election results.
SIMON: Three Democratic socialist candidates won New York’s Democratic House primaries this week, all endorsed by New York Mayor Mamdani. President Trump spoke about this at length yesterday at the Faith & Freedom Coalition conference.

PRESIDENT DONALD TRUMP: This is the greatest threat to our country since its founding, in my opinion, 250 years ago – which is happening now. This is the biggest threat. People don’t watch that. Oh, three people were elected. No, no. That’s way more than three people.
SIMON: Do you think this line of attack will appeal to voters across the country?
ELVING: This will appeal to those who, in 2026, still think that communist encroachment is the biggest problem Americans face in their daily lives. And although this view is much less common than it was when Trump was young in the 1950s and 1960s, some still talk about the global communist conspiracy as if nothing had happened in the five decades since.
SIMON: John Bolton, of course – President Trump’s former national security adviser turned ardent critic – pleaded guilty yesterday to mishandling classified information. He is one of a long list of the president’s opponents targeted by the Justice Department. What is your reaction?
ELVING: It seems clear that Bolton broke the law with his annotations from classified documents – just annotations from documents. Although there is no proof, he did this to further the cause of a foreign power. It was wrong. That gave Trump a powerful weapon to use against a man who was a longtime hero to conservatives and defense hawks before he spent some time inside Trump’s first White House and became a whistleblower critic.
SIMON: Finally, Ron, you know who’s back on the news? Richard Nixon, sort of. Vice President Vance, speaking this week at the Nixon Presidential Library in California, said Watergate would be, quote, “like a 12-hour news story if it happened now.” He said the deep state brought down Richard Nixon. I wonder if this is how you remember Watergate.
ELVING: JD Vance is 41, so he missed the reality of Watergate by a decade. But many of us remember the Nixon era from experience. Watergate was a case of bipartisan resistance to criminal acts committed by a president, elements of his team, and his re-election campaign. The acts were revealed by the media, first in trickles, then in the form of a torrent. And as the House was poised to impeach Nixon in 1974, a contingent of Republican senators, led by legendary conservative Barry Goldwater, told Nixon at the White House that he would be removed from office, prompting Nixon to resign. If JD Vance thinks all this – an issue of this magnitude wouldn’t matter in today’s Washington – we better hope he’s wrong.
