City Hall officials were initially concerned that Mr Burnham’s program would also involve moving investment from London and the South East to the north of England, with the Mayor of London stressing that it was “crucial that the new Labor leader invests in all parts of the country”.

However, in an exclusive interview with the Local Democracy Reporting Service (LDRS), Sir Sadiq appeared confident that Burnham’s political background means he “gets it” and is looking forward to working with the former Mayor of Greater Manchester.

“I worked with him in the cabinet, in the shadow cabinet, as a metro mayor and even on the football pitch,” the London mayor said. “He can see the difference we can make by working together. I look forward to working with Andy as our new Prime Minister.”

Sir Sadiq has long campaigned for City Hall to be given more decision-making and financial powers from the government – ​​including demanding more powers over licensing, tax revenue retention and housing arrangements.

The Mayor of London has struggled to innovate on the issue during his tenure, despite recent victories on strategic licensing and the overnight tourist tax under England’s Devolution and Community Empowerment Act 2026.

In a thinly veiled message to Burnham, he stressed that the success of the capital would mean prosperity for the entire country.

“I will work with you when it is in the interests of our capital, but I will challenge you when it is not in the interests of our city. We contribute £4 out of 10 of the taxes collected by the government. We could contribute even more if there was more devolution of powers and resources.”

Burnham’s first major political speech, delivered on Thursday June 25 in Manchester, revealed his desire to see “the greatest transfer of power out of Whitehall in modern times”.

This would involve moving tens of thousands of government jobs from London to other parts of the UK, including a “Number 10 in the North”. It could also allow the combined authorities to keep 100 per cent of any business rates increases they generate to attract investment to their regions.

Steve Reed, the housing secretary, said Burnham’s plan could help solve the capital’s housing crisis as it would ensure a reduction in migration from other cities to London, which “drives up our housing costs and increases demand for housing”.

Reed also said the former Greater Manchester mayor “understands very clearly that when local authorities get more control over the decisions that affect them, they are better decisions”.
