Andy Burnham must learn from Keir Starmer’s failure to ‘prepare’ for Downing Street
The Prime Minister’s former chief of staff Morgan McSweeney’s revelation that Labor “did not prepare sufficiently” for government explains a lot.
In October 2023, The Scotsman called a general election, suggesting that “the prospect of seeing this lame-duck government waddle around, gossiping in tedious three-word sentences, for another 15 months… will frighten many”.
In the end, the Conservative government of the day managed to waddle along for nine months, before an election that, as everyone knew, Rishi Sunak lost, largely because of the calamitous performances of his predecessors, Liz Truss and Boris Johnson.
The obvious consequence of the Conservative defeat was Labor victory. Yet it apparently came as a surprise to Keir Starmer and his colleagues, with the Prime Minister’s former chief of staff Morgan McSweeney saying Labor “had not prepared sufficiently for the kind of world we were going to live in”.


“We’re in a very different time now to the last Labor government, and I think we haven’t had enough discussions at the top of the party about what that meant, how to prepare for it, what it meant for the state, how the state needed to be reformed, because in many ways the state is really distorted and is incapable of meeting people’s needs,” McSweeney told the BBC’s Political Thinking with Nick Robinson podcast.
“You have to move pretty quickly for people to see the change quickly, and I think we didn’t present enough theory about how we could do that and why it was important.”
A new beginning
No wonder people complain that it can be difficult to understand what Starmer stands for. However, after two years of drifting, bad decisions and reversals, Labor now has a chance to reset and start again under the leadership of Andy Burnham.
A decent speech on Monday suggested he might have the kind of political flair needed to help a struggling nation regain its self-confidence. But it must now rely on bold actions and good decisions to, above all, put the economy back in the right direction.
Burnham has far less time to prepare than Starmer, so he will need to use it particularly judiciously if he is to have any hope of finally transforming our government from ugly duckling to swan.
