WASHINGTON — President Donald Trump will deliver a prime-time speech this week that he says will focus on the election, suggesting he may return to long-debunked conspiracy theories about his 2020 loss to Democrat Joe Biden. The speech comes as he has stepped up his calls for Republicans to adopt stricter federal voting rules for the November midterm elections.

The Republican president remained cautious about what he plans to say during his 9 p.m. speech Thursday, scheduled as he faces the failure of the deal to end the war with Iran. It also faces numerous internal problems, including recent deadly shootings by Immigration and Customs Enforcement agents. Asked for a preview of the speech Tuesday, Trump provided few details but said he had “some really big news.”

“It doesn’t get any worse, because without free and fair elections, there is no country,” Trump said in the Oval Office. He declined to go any further, saying he wanted to “keep it” for now, while hinting he would speak on a mix of issues.

“We will also discuss other things,” Trump said, without elaborating. “It’s going to be a very big announcement.”

Trump has previously used the power of the prime-time presidential address — usually reserved for milestone events — to deliver politically charged speeches, including one in December where he sought to blame the tough economic climate on Democrats. But Thursday’s speech appeared to go even further, using the opportunity to amplify election lies before an audience of millions in an effort to boost Republican prospects ahead of the midterms that threaten to hobble Trump for the rest of his term.

On Monday, when asked about the speech, Trump repeated baseless claims of voter fraud in the Los Angeles mayoral primary race. During the interview with conservative newspaper Newsmax, Trump said Republican Spencer Pratt lost his bid in the primary due to fraud, citing in part the slow vote count in California.

Federal prosecutors said they were opening fraud investigations in the state last month after Trump drew attention to the allegation.

The president’s concerns about voter fraud and election security date back to at least 2016, when he refused to say whether he would accept defeat to Democrat Hillary Clinton. After his victory, he convened a commission on voting integrity to support his claims that widespread voter fraud had cost him the popular vote, although the commission was disbanded without uncovering such evidence.

Four years later, after losing the 2020 election to Biden, Trump again claimed he cheated and focused on the Democrats’ narrow victory in Georgia. Trump called the state’s secretary of state and pressured him to “find 11,780 votes,” just enough votes to overturn Biden’s victory in the state. He and more than a dozen allies were indicted in the state, although the charges were later dropped.

Repeated audits and reviews — many led by Republicans, including Trump’s attorney general at the time — have found no significant fraud in 2020.

Before winning in 2024, Trump was again setting the stage to claim cheating if he lost. After returning to power, he staffed his administration with officials who support his false claims of 2020 election fraud.

Trump has placed voting regulation at the center of this mandate

Frequently declaring that he won the White House “three times,” Trump has made voting regulation a central issue during his second term, demanding legislation that would require voter identification and sharply limit mail-in voting. Facing midterm elections that will decide control of the Capitol, Trump has sparked new claims aimed at casting doubt on the election results, which could challenge his power in Washington.

Earlier this year, FBI agents raided election offices in Fulton County, Georgia, seizing materials from the 2020 election. Tulsi Gabbard, then Trump’s director of national intelligence, traveled to Atlanta to oversee the execution of the search warrant.

Maryland Gov. Wes Moore, who is campaigning in Georgia for Democratic Sen. Jon Ossoff and gubernatorial candidate Keisha Lance Bottoms, smiled Tuesday when asked if Trump might rehash the 2020 election in his national address.

He called it a strategy “for losers.”

“I think people are exhausted from conversations about the election that happened six years ago that we have the answer to,” Moore said. “He keeps talking about it because he can’t get rid of the fact that he could have lost.”

Beyond Georgia, Trump widely attacks states that allow voters to submit their mail-in ballots. Trump said he called a U.S. attorney in California and demanded scrutiny of the governor’s primary last month as votes were being counted.

Last week, Trump ousted the remaining members of the Federal Election Assistance Commission, a bipartisan committee that has resisted his efforts to require potential voters to document their U.S. citizenship before registering.
