Not a solo performance, but a symphony
Beijing: Drawing comparisons to the invention of the steam engine, electricity and the Internet, Xi Jinping made clear that he wants China to be at the forefront of the next era that will change humanity: the rise of artificial intelligence.
In a speech at the World Artificial Intelligence Conference in Shanghai, Xi urged countries to seize the “rare and historic opportunity” of open source AI while asserting China’s claim to shape the rules that govern it, and warning of further “historical injustices” due to unequal access.
“The development of AI should not be the work of a single country, but a symphony of international cooperation,” Xi said at the conference on Friday.
He said the cooperation was necessary to “help countries in the South build capacity to bridge the AI and digital divides” and announced that China would provide developing countries with 5,000 opportunities for AI training programs and seminars.
Xi also promoted his signature Global AI Cooperation Organization, which was officially established on Friday, with 29 countries from the South including Russia, Belarus, Serbia, Cuba, Brazil, as well as countries in Asia and Africa joining.
The organization, headquartered in Shanghai, aims as much to assure these countries that they will not be left behind in the AI race as to consolidate China’s position as one of the two centers of gravity, alongside the United States, around which the rapid development of AI is cleaved.
Xi’s decision to speak at the conference – an increasingly important card on the technology calendar previously attended by Elon Musk and Jack Ma – signifies the pre-eminence of technology in the minds of China’s ruling elite and as the cornerstone of its rivalry with the United States for global domination.
“Both sides know that AI will determine their competitiveness,” said Dr Marina Zhang, from the University of Technology Sydney. “They know the importance of it, but they use different approaches to innovate.
“It will be the fundamental center of gravity of all activities for decades, if not longer. »
In recent years, AI has become the subject of increasing competition and intensifying national security concerns between the two countries. Both parties fear that competing AI models will be used to map and target their cyber vulnerabilities and critical systems.
In June, the Trump administration ordered US company Anthropic to block foreign users from accessing its most advanced models, before later easing restrictions. Chinese authorities are also considering restricting overseas access to China’s most advanced AI models, according to Reuters. In April, Chinese authorities blocked the $2 billion sale of AI startup Manus to US tech giant Meta over national security concerns.
At the same time, Washington has sought to curb Beijing’s technological advances by strangling access to the most advanced semiconductor chips needed for the best AI models.
Despite this, China has made rapid progress and many experts estimate that Chinese models are only six months behind those created by US tech giants OpenAI, Anthropic and Google.
Chinese models are also gaining more and more traction in the West because they are open source and cheaper to operate than proprietary American models. US companies DoorDash and Airbnb, as well as German engineering firm Siemens, are among those using Chinese AI tools.
On Friday, Beijing-based startup Moonshot AI unveiled its Kimi K3 model, which it says is the world’s largest open AI model and has capabilities rivaling those of its leading U.S. peers.
