Japan enacts law to force Apple and Google to allow third-party app stores

Following the example of the European Union, Japan's parliament passed a law on Wednesday that prohibits big tech companies from blocking third-party app stores. AppleInsider reports: The bill aims to promote competition and lower app prices. The Japanese government reportedly believes that Apple and Google have a duopoly that charges developers high fees and passes them on to users. Big tech companies with app stores will also be prohibited from giving priority to their own services. Google will be hit the hardest by this. Violators will initially be fined up to 20% of the domestic revenue of the specific service that violated the law. If the behavior continues, the fine could increase to 30%.

The Japanese government's Fair Trade Commission (FTC) will decide which companies the regulations apply to. Companies that are subject to the regulations will have to submit compliance reports every year. It has not been explicitly said that Apple and Google must comply, but it seems certain that an announcement that the two companies will have to comply with the regulations is imminent. There are no plans for the Japanese FTC to add Japanese companies to the list. The law probably won't come into effect until the end of 2025.
