The Embarcadero needs to be lifted from two to seven feet to prepare for the floods of climate change

A new report from the SF Port Commission sounds the alarm that without a few billion dollar seawall upgrades, downtown SF will find itself underwater when sea levels rise.

In the next month or so, we’ll likely see the return of the tidal king in the Embarcadero, a frightening but perfectly normal phenomenon caused by a combination of gravity and the moon. But these don’t compare to the frightening and totally unusual effects of climate change that we need to prepare ourselves for now, and the Chronicle has the news of the SF Port Commission’s report saying the Embarcadero should be lifted by up to seven feet to prevent catastrophic flooding as climate change makes storms worse and worse.

The port commission is already preparing seismic modifications to strengthen the Embarcadero seawall. To this they have added some “early” projects aimed not only at strengthening the earthquake safety of the seawall now, but preparing for a sea level rise of about 3.5 feet over the next 80 years.

Reinforcing the seawall and shoreline would be a very costly business,” Harbor Waterfront Resiliency Manager Brad Benson told the Chronicle. “We look forward to promoting all of these (early) projects over the next 10 years.”

It doesn’t look like we need to worry about sinking this year, and some of the fixes may be fairly simple. Some suggested solutions include adding a flood wall or tiered steps. In some places, the Embarcadero will only need about two feet in height, but in lower areas along the waterfront, such as Pier 14—which overflows regularly in the tides—repairs may require up to seven feet.

The report is somewhat preliminary, and will be discussed further at the Postal Authority meeting on November 9.

There is, of course, a price tag that could reach $2.5 billion. But there is Prop money. A earthquake and other federal climate subsidies to take advantage of. Given Embarcadero’s proximity to residents and workplaces, the cost of inaction could be well above a few billions.
