Carillon Bell Tower Restoration: Record Keeping on the ‘Divided’ Project

Official records about the shaky condition of the precious Carillon bell tower have been “split”, making it difficult for the public to know what is going on.

The Ombudsman found that the Ministry of Culture and Heritage had not “deliberately” withheld information from the RNZ, but gave an “inadequate” answer that left out essential documents due to a series of internal shortcomings.

It has a deadline set for May next year, but it looks almost certain to be missed.

RNZ understands that the department is now aiming to reopen in time for ANZAC Day 2023.

RNZ complained to the ombudsman about the department’s response to leaving information twice in response to requests from the Office of Internal Audit in 2020 that revealed just how erratic the years-long tower repair project was.

The department apologized to the RNZ, provided the information and told the ombudsman that it would do better.

“It seems as if the health of the mother and child [Ministry of Culture and Heritage] Senior ombudsman Peter Bucher said in his latest discovery that record keeping related to the Carillon Tool restoration project is fragmented, which has made searching for information difficult.

Boucher said she had good operations but did not follow through.

“Any hint or conclusion of evil on the part of the department would be inaccurate,” the ministry told RNZ.

The Ombudsman and the Ministry spoke about the problem of meeting tight deadlines.

The ministry listed a set of measures it was taking to improve, including training employees and making them more “aware of their obligations” to the public.

“Responding to OIA’s request is now an important part of its induction programs for new employees,” she said.

“New employees receive IT training that includes managing files of information. It also reminded employees to store information in an accessible manner.”
