As always, the Morgan Community Association packed a long list of topics at its quarterly meeting, which was facilitated online last night by MoCA President Deb Parker.

Electric Vehicle Charging Kit: We first reported this a month ago. Seattle Citylight wants to convert its former 4,520-square-foot substation at 4118 SW Morgan into 8 fast charging spaces for electric vehicles. Kobe Ziffman of SCL came to the MoCA meeting to give the first public presentation on the proposal, joined by Theo Gideon, also of SCL.

The site was operated as a substation from 1945-2002. The soil cleanup is scheduled “later this year.” To everyone who suggested using the site as accommodation instead, Gideon noted, it should be declared that it “no longer serves the current and future needs of SCL.” But SCL does not consider this to be the case:

Construction will last about three months and could start before the end of this year. The site will have “quick chargers” that can charge a car to 80% in about half an hour, so, Zifman said, it won’t be a long-term parking lot. He stressed that the schematic diagram is not close to the formal design, and the final project can be configured completely differently.

Trees on the site should be removed because they “will not survive the cleanup,” Zifman said. But each will be replaced by two new trees.

In a Q&A, Zifman was asked, why can’t they use a nearby private parking lot to charge electric vehicles instead? He replied that this was “not of particular relevance”, as City Light owns this property and plans to use its own property “to provide this benefit … to the community.” Why is this site not considered affordable housing? Because the site was not advertised as surplus property (as opposed to the site in Highland Park being considered for affordable housing, which was advertised surplus years ago). How about preventing crime through environmental design concepts of site design – lighting and graffiti prevention. etc.? “We haven’t started the design phase yet but we can incorporate these (concepts) if it’s important to the community,” Zifman replied. How will the site be preserved – who is going to get rid of it so often and keep it from becoming unsightly to the eye? Ziefmann did not know. Gideon noted that SCL has its own vegetation management department. What is the plan to not turn it into a camp? Zifman said another colleague at SCL should be able to address that. How was the use of the SCL Junction charging station? Zeifman didn’t have this on hand – they’d provide an email response – but anecdotally said it “tends to be one of our most used sites”. Also: How much noise will the transformer generate on site? This information was also not available but they will look into it; He said the adapter is quiet when there is no one’s charger.

With so many unanswered questions, DCA Chief Parker invited them back to the July meeting. In the meantime, the survey about the plan continues until Friday – answer it here.

Morgan Junction Park Expansion – Alex Hagenah of the MoCA organizes the committee that will be in contact with the city.
