Daily Noon Briefing Summary – April 28, 2022

Haiti

Turning to Haiti, our OCHA colleagues report that the situation in Port-au-Prince around Claircin, in the north-eastern region of the capital, is deteriorating significantly. This came after violent clashes between gangs – “400 Mawozo” and “Chen Mechan” (Wicked Dog) – on April 24 which displaced several hundred people.

Initial information indicates the killing of at least 20 civilians, including several children, and the looting and burning of a number of homes. Businesses and schools in the affected area are closed. The confrontation site is located a few hundred meters north of the international airport. As of today, the situation remains highly volatile with a significant risk of further population displacement and reduced humanitarian access to the north of the country.

A coordination committee has been set up under the leadership of the Directorate of Civil Protection of Haiti (DGPC) with the participation of UN agencies and NGO partners. On 26 and 27 April, the DGPC and a UN team traveled to Clercine and met with officials from the municipality of Tabarre as well as the displaced. The main humanitarian needs identified are for food, emergency health care, shelter and protection. Local authorities distributed hot meals to the displaced. Mobilizing MSF hospitals and receiving the wounded in Tabare.

IOM has set up a hotline to provide immediate psychosocial assistance and referral to appropriate institutions.

Filipinos

We also have an update on the humanitarian response to Typhoon Ray, which made landfall in the southern islands of the Philippines last December. OCHA colleagues reported that 12,000 people remain displaced in the affected areas (East, Central and Western Visayas, Northern Mindanao, MIMAROPA, an acronym that refers to the provinces, comprising the region, namely: Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan and Karaja)

To date, the Humanitarian Needs and Priorities Plan requesting only $169 million has been 33.5 per cent funded with $56.6 million received by UN agencies and partners. With this money, the United Nations and its partners have implemented more than 11,000 interventions in the areas of food, nutrition, shelter, water, sanitation, hygiene and protection, among other projects.

Tropical Storm Meiji struck in early April 2022, across many of the same areas affected by Hurricane Ray, causing flooding and landslides. The Meiji brought torrential rains to areas in the Visayas and Mindanao that caused floods and landslides that killed 137 people. An estimated 2.3 million people were particularly affected in Leyte. There are about 323,000 displaced people currently, of whom 218 thousand are in 1,033 evacuation centers. The rest is in home based environments.

Humanitarian agencies in the Visayas and Mindanao are coordinating the response with local government partners, and assessment reports indicate the need for food, shelter, water, sanitation and hygiene, mental health and psychosocial support. Additional funding will be needed as communities slowly transition to early recovery.

Colombia

Turning to Colombia, our humanitarian colleagues reported that after the start of the La Niña-affected rainy season, the rising waters led to the flooding of large parts of farmland and villages in the municipalities of Córdoba, Bolivar, Sucre and Antioquia in the north. -West.

In some areas, water levels have exceeded the highest levels seen since 2000. The new flood affects the recovery of nearly 156,000 people affected by similar floods eight months ago. Access to basic services, including health, education, and food is severely restricted.

Humanitarian actors have begun to develop a strategy to respond quickly to urgent needs and enhance the ability of communities to restore their livelihoods and productive activities at an early stage.
