Dozens of environmental and anti-nuclear energy organizations voiced opposition Tuesday to any attempt to extend the life of California’s last operating nuclear power plant, defying suggestions that electricity is needed to meet potential future shortages in the nation’s most populous state.

Last month, Democratic Governor Gavin Newsom raised the possibility that the Diablo Canyon nuclear power plant — located on a coastal cliff halfway between San Francisco and Los Angeles — could continue to operate after a scheduled shutdown by 2025. His office said the governor is in favor of “keeping all Options are on the table to ensure we have a reliable (electricity) grid.”

In a letter to Newsom, groups that included San Luis Obispo Mothers for Peace, the Oregon Conservancy Foundation, the Snake River Alliance and the Ohio Nuclear-Free Network, said the plant is old, unsafe, and too close to earthquake faults that pose a threat to the twin reactors.

“Your proposal to extend the operational life of the Diablo Canyon nuclear facility is incensed,” they wrote. “Diablo Canyon is dangerous, dirty and expensive. He must retire as planned.”

The democratic governor has no direct authority over the license to operate the plant. He floated the idea that the owner of Pacific Gas & Electric might seek a share of $6 billion in federal funding created by the Biden administration to rescue nuclear plants at risk of closure.

PG&E, which decided in 2016 to close the plant by 2025, did not directly address Newsom’s proposal at the time or say whether the company would consider seeking federal dollars to remain open beyond the scheduled closure.

PG&E announced the shutdown plan in 2016 as part of a deal with environmentalists and union workers, citing “the recognition that California’s new energy policies will dramatically reduce the need for Diablo Canyon electricity.” But Newsom’s proposal highlights that thinking has changed, as the state searches for reliable energy sources amid a changing global climate as California gradually turns to solar, wind and other renewable energy sources.

Recently, state officials warned that prolonged drought, extreme heat, and wildfires — combined with supply chain and regulatory issues holding back the solar industry — will create challenges to energy reliability this summer and in the years to come.

Environmental groups have argued that continuing to operate the plant after its scheduled shutdown would generate hundreds of tons of highly radioactive waste, with no permanent storage site for it. By its own account, they said, the state is lining up enough wind, solar and other renewables to replace Diablo electricity.

They also questioned whether any federal money would be enough to unravel the complex deal to close Diablo Canyon, which is regulated by state and federal agencies.

Problems at Diablo Canyon range from a long-running debate about the structures’ ability to withstand earthquakes — a single fault extends within 650 yards (594 meters) of the reactors — to the possibility that state regulators will order PG&E to spend the potential billions. Dollars to modify or replace the factory’s cooling system, which sucks up ocean water and is accused of killing fish and other marine life.

Newsom continues to support “long-term” plant closures as the country transitions to renewable energy.

There are 55 commercial nuclear power plants with 93 nuclear reactors in 28 US states. Nuclear power provides about 20% of the electricity in the United States, or about half of the country’s carbon-free energy.
