Little says DHB acted “responsibly and appropriately” on earthquake-prone buildings

The seismic classification of the Heretaunga block is 15% of the new construction standard and may need to be surveyed, which is causing widespread concern.

Documents obtained by RNZ show that DHB used a 10-year-old seismic assessment to persuade Hutt City Council to make it easier in May 2021.

This is despite an engineer’s report warning DHB of a “sudden loss of power and possible collapse of parts of the structure” during a strong earthquake.

Little invited the decision-makers to a beehive meeting last night.

Ask by Morning Report Regarding concerns raised in the engineering report and NBD’s response, Little said building standards had changed during this time.

He said it is understood that 15% of the code causes tension in the community.

“You think, damn it, everything is about to collapse — it’s not. That’s the building standards, and that’s compared to assuming that if there’s a new building built to current building standards, how does it compare.

“I am pleased with what I have seen and the advice I have received that the local health board and its leadership team have addressed this issue responsibly and appropriately.”

Little added that he had seen previous examples of engineers disagreeing about the classifications of buildings prone to earthquakes.

“The board took not only technical advice, but also legal advice – they did it appropriately and as quickly as possible … and they met on Friday and made their decision.”

NBD is still working on the patient movement and service plan which is expected to be completed by the end of next month.

Little said there will be hospital services in the Hut Valley, but it has not yet been decided whether the affected block will be repaired or replaced.

Asked what will happen to the staff working in the building, he said that DHB’s plan is to place them in other hospitals in the area.

“There will be good engagement I’m assured of with the workforce and other stakeholders as well.”

It is expected that some maternity services will continue to be provided in the Haut Valley.

Many unanswered questions – Bishop

National Representative Chris Bishop, who attended last night’s meeting, wonders why DHB relied on seismic assessment from 2011 when the Great Kaikoura earthquake led to changes in building standards.

He also wonders how the last seismic assessment that led to the current situation was carried out.

“There are still quite a few unanswered questions about this that I think we need to get to the bottom of.”

He said the Haut city council also needed to explain why it accepted the 2011 assessment rather than insisting on a more recent engineering report.

Bishop said he confirmed the NBS figure of 15% was correct.

“The building is stuffed and will either need to be cleaned or replaced, but it is likely to be a replacement because there is not much to do and it is expensive…”

The money would be better spent on saving a new building up to 100% of the code, he said.

Bishop is also critical of DIB’s communications approach and said it would need significant improvement.

“More transparency is needed. They need to take the community with them because I think there is a degree of concern in the Hutt community.”

Earthquake issues at other DHB facilities

National Health spokesman Shane Ritee said seven other health offices have buildings with similar or worse compliance issues in the Hot Valley.

Some involve patient services, including 10% Taranaki Base Hospital Clinical Block and 12% Gray Base Hospital, although Dr.

Reti said the Hutt Valley DHB did not respond when the Department of Health asked all DHBs for seismic assessments of their buildings in 2018.

He said the questions should have been asked when the lawyer failed to provide their feedback when asked.

Seismic assessments on the new agency’s radar

Health New Zealand, the new public health agency that has replaced county health boards, is creating an ‘infrastructure function’, along with the Medicare staff.

The existing Health Infrastructure Unit said a new job was needed “given the importance of the health field in supporting the delivery of health services.”

The unit said today that it has previously reviewed detailed seismic assessments and helped advise hospitals on risks.

It was also developing a seismic work programme, as well as a strategy and policy for Health in New Zealand, which succeeded National Bank of Dubai in July.

All services must be preserved – Mayor

Campbell Barrie Lower Hutt is awaiting a government promise that the city will restore all hospital services once the earthquake-prone building is repaired.

Barry said the government has promised to rebuild or renovate the building on the same site and all 210 families will be repatriated.

“Having a fairly strong political commitment on his part is good and reassuring news,” Barry said.

“But we won’t be there until we have timetables and budget commitments and more details of what services will look like at the Hutt Hospital site.”

Minister Little could not reassure him that the same services would be able to return.

The Heretaunga building contains the departments of maternity, pediatrics, cardiology, burns, general wards and orthopedics, and accounts for 25% of physical capacity across Hutt.

Barry said he made it clear that the community expects all of its services to be restored.

“I’ll keep sticking their feet in the fire while they work on what it looks like at Hutt Hospital.”

Barry confirmed after last night’s meeting that work on what the renovation or rebuilding would look like is already underway.

Mayor Barry expects to be briefed.

“that they [the DHB] We need to communicate as soon as possible with our communities about what will happen in relation to moving services out of Hutt Hospital.

“When they make decisions about where things are going, that should be released as soon as possible.”

The implementation plan will be submitted to Dubai Islamic Bank on June 22.
