The famous Colombian Road Safety Act could save countless lives
Bogota Colombia – The Law of Juliàn Estaban, Bill PL408 / 2021, was ratified today by the Colombian government after consultations with civil society, the World Health Organization and the entire country. The new law brings road and infrastructure design, vehicle safety standards, driver’s licenses and injury data in Colombia closer to global recommendations.
Traffic accidents are the second largest killers of people between the ages of 10 and 45 in Colombia, with more than 3,450 deaths recorded by the government in 2020. For every death attributed to COVID-19 in people under the age of 20 in 2020, there are 4 times more deaths in accidents.
“This crucial new law could help save thousands of lives. It is a big step forward for Colombia in establishing the strong legislative framework we need to ensure safe mobility for all and establishing a proven approach to the safety of a life-saving road system, ”said Gina Tambini, WHO-PAHO Representative in Colombia.
The law is named after 13-year-old collision victim Julián Esteban Gómez, who died while cycling in July 2021. He was a passionate fan of Egan Bernal, the first Colombian and Latin American to ever win the 2019 Tour de France cycling race. society, senators, house representatives and aid recipients backed by Bloomberg’s Global Road Safety Initiative helped shape the new law.
The aim of the law is to guide the formulation, implementation and evaluation of public road safety policy through a proven approach to safe systems. The law provides for a maximum speed of 50 km / h in urban areas and 30 km / h in residential areas with schools. Adheres to United Nations regulations on vehicle standards and licensing.

Civil society organizations have played a key role in ensuring that the regulatory framework is in line with the recommendations of the Global Road Safety Action Decade, including promoting governance, providing tools to address risky behavior and ensuring that all relevant public and private sector bodies are held accountable. The Global Plan calls for a 50% reduction in road deaths by 2030.
WHO-PAHO has supported the law by providing technical advice, information and support, including representatives in Congress and teams working for senators and representatives in charge of drafting the law.
