On June 22, 2022, a magnitude 5.9 earthquake struck the southeastern region of Afghanistan, the epicenter of which was Paktika Province. The earthquake, which also hit Khost province, was felt throughout Afghanistan and parts of Pakistan. The earthquake occurred at 1.30 am local time when most of the people were asleep and the cattle were indoors. Based on initial reports, at least 1,000 people were killed and more than 1,500 injured. The deaths were mostly caused by collapsed structures, with secondary data analysis and earthquake intensity mapping indicating that about 70 percent of homes in severe shock-affected areas were either damaged or destroyed. Barmal, Gyan, Nika, and Ziruk districts in Paktika Province, as well as Northern and Sibera districts in Khost Province, bore the brunt of the impact.

The situation was exacerbated during the first day due to continuous rain which hampered search and rescue efforts as well as increased risks of secondary disasters such as mudslides, landslides and floods. Weather conditions also slowed the initial deployment of relief items as air transportation was delayed, prompting the transportation of relief supplies by road. The rainfall eased on the morning of June 23, but since then, temperatures have risen, leaving affected families exposed to potential heat waves. Several aftershocks occurred during the week following the quake, which further affected the people as well as the safety of buildings.

This earthquake is an emergency in a broader, catastrophic humanitarian crisis affecting Afghanistan. The scale of the short and medium term humanitarian needs caused by the earthquake will be very significant and may affect the broader humanitarian crisis driven by the following factors:

All areas affected by the earthquake were already experiencing acute humanitarian needs due to the ongoing humanitarian crisis on a larger scale. As such, this operational strategy identifies interventions specifically to meet earthquake-related needs. Broader humanitarian needs, such as those resulting from drought and ongoing economic hardship, will be addressed through the Humanitarian Crises Operational Strategy. It builds on the current humanitarian crises facing Afghanistan, where more than 50 percent of Afghanistan’s population is in dire need of humanitarian assistance due to a range of crises: the effects of decades of conflict, severe and prolonged drought, and the effects of other severe climate-related disasters, severe economic hardship exacerbated by the effects associated with sanctions and unemployment, a weak health system already under strain due to COVID-19 and, more recently, by the re-emergence of vaccine-preventable diseases, system wide gaps affecting the health, water, education, energy and public services sectors.

Agencies, including partners of the Red Cross and Red Crescent Movement, have reallocated or redirected stocks, staff and resources from existing interventions to meet urgent needs. They must be replenished as soon as possible to meet the originally intended needs as well as to prepare for the upcoming winter. Furthermore, humanitarian needs, such as those brought about by the earthquake, must be met along with bridges and/or development interventions on a larger scale to be sustainable. Both are closely related to longevity, continually engaging communities and strengthening systems, especially at the local level.

Upon closure of this EA, preparedness, risk reduction and local capacity strengthening activities will continue under the Confederationwide CCP. The consolidated plan will reflect a comprehensive view of ongoing emergency responses and long-term programs tailored to the needs of the country, as well as reflect the collective actions of the IFRC and its members in the country.
