Turkey hosts the largest refugee population in the world—about 3.7 million refugees, including 3.1 million Syrian refugees—as of May, according to the United Nations. Although the government of Turkey grants Syrian refugees—about 60 percent of whom reside in Turkey—temporary protection status, allowing them to legally reside in the country and access basic services and livelihood opportunities, many refugees still face barriers to entering the labor market, increasing humanitarian needs among the population, according to USAID/BHA partner and the UN World Food Programme. Language barriers, lack of recognition of refugees’ educational qualifications, and employers’ unwillingness to provide work permits increase refugees’ vulnerability to informal employment and the likelihood that they will accept lower wages, reducing purchasing power and exacerbating the dependence on humanitarian assistance for refugee families. On February 6, 2023, two earthquakes—each with a magnitude of at least 7.5—struck central and southern Turkey, killing an estimated 50,783 people, injuring nearly 107,000, and displacing up to 3.3 million, according to the Turkish government. In total, the earthquakes directly affected 9.1 million people and damaged or destroyed an estimated 710,000 buildings, of which nearly 280,000 collapsed or sustained significant damage, according to the Turkish government. In addition, more than 30,000 aftershocks and heavy rainfall following the earthquakes caused flooding and some 2,800 landslides, killing at least 112 people, according to local media and the UNHCR. Although the Turkish government has rebuilt 46,000 new homes as of January 2024, shelter support remains a critical need among earthquake-affected families, along with psychosocial support services, according to aid agencies and international media. According to the World Food Programme, reduced purchasing power due to rising food prices and annual inflation has increased vulnerability to food insecurity among some 60,000 refugees who were residing in eight camps in earthquake-affected areas of southeastern Turkey as of May. According to the UN agency’s post-distribution monitoring report in camps covering the period from January to March, about 23 percent of refugee households in camps were food insecure, and 74 percent of refugee households in camps were vulnerable to food insecurity in early 2024. As a result of the ongoing economic vulnerability of refugees and challenges in accessing food, an estimated 84 percent of households living in camps reported adopting one or more negative coping mechanisms, such as borrowing money to buy food, limiting adult food consumption to allow children to eat, reducing the quantity or size of meals, and relying on less preferred or cheaper food, according to WFP reports.

In response to the Turkish government’s request for international assistance following the earthquakes that struck the country in February, USAID/UKHA activated a Washington, D.C.-based Response Management Team and deployed a Disaster Assistance Response Team and an Urban Search and Rescue Team in early February 2023 to respond to critical humanitarian needs in Turkey through late March 2023. USAID/UKHA has provided more than $72 million in earthquake response funding to support humanitarian partners in Turkey by providing food, health, shelter, water, sanitation, and hygiene. WFP has provided more than US$11.2 million in multi-purpose cash assistance and livelihood support, reaching 1.6 million people with food assistance, and distributing nearly US$1.6 million in cash assistance to affected populations since the earthquake emergency response began in February 2023. During the month, USAID/UKHA partner IOM distributed nearly 845 metric tons of USAID/UKHA relief items, including hygiene kits, kitchen sets, plastic sheeting, thermal blankets, and water buckets, to support shelter and water, sanitation, and hygiene needs in earthquake-affected areas in Turkey. Additionally, the United Nations Children’s Fund (UNICEF) reached more than 387,000 caregivers and children with health and psychosocial support in February 2023 and nearly 2.7 million children and women with gender-based violence mitigation messages and service delivery awareness through social media. UNICEF has provided hygiene kits to more than 440,000 people, safe drinking water to 355,000 people, and improved access to sanitation services to nearly 8,700 people as of June 2023. The WASH sector—led by UNICEF and including 18 partners—has reached nearly 3.5 million people in 11 provinces with assistance as of June 2023. Syrian refugees living in camps and densely populated cities in earthquake-affected areas of southeastern Turkey continue to face increasing food insecurity and reduced purchasing power. In response, USAID/USAID has provided $6.2 million in FY2024 funding to WFP to provide multi-purpose cash assistance to 13,000 earthquake-affected refugees in temporary container cities, to help them meet their critical food and non-food needs. WFP also continues to prioritize emergency food assistance for vulnerable and food-insecure refugees in camps in Turkey, including approximately 34,000 vulnerable refugees living in six camps in southeastern Turkey. USAID/USAID has supported the provision of emergency food assistance to camp-based refugees, particularly Syrians fleeing civil war, in Turkey since 2012.
