California Nurses Urge Veto of Dangerous Earthquake Safety Delay Legislation That Puts Healthcare Workers, Patients, and Communities at Risk


Registered nurses and healthcare workers across California are calling on Governor Newsom to ensure hospitals remain open and fully operational in the event of a major earthquake by immediately vetoing AB 1432. The bill would allow hospital executives to delay critical seismic safety standards, putting the lives of workers and patients at risk.

“Legislators are putting our lives at risk by allowing hospitals to evade compliance with earthquake safety requirements without delay,” said Michelle Gutierrez-Vo, a nurse and president of the California Nurses Association. “Hospitals have had more than 30 years, a generation, to make our hospitals—one of the most critical pieces of emergency infrastructure—safe for workers and the public. Industry executives have recklessly failed to prioritize investment in the necessary seismic upgrades that are critical to protecting our patients and our community in an emergency.”

It’s been 30 years since the 1994 Northridge earthquake exposed the fragility of California’s hospital infrastructure. Lawmakers have taken decisive action, setting a 2030 deadline for improving the seismic protection of the state’s hospitals. Yet one in four hospital buildings will still need to be evacuated and closed after a major earthquake, and will likely never reopen.

If signed into law by Governor Newsom, H.R. 1432 would allow hospitals to delay meeting critical seismic compliance deadlines for an additional five years without taking essential steps to increase transparency, ensure accountability, and prevent automatic extensions without agency oversight. Delaying seismic safety would exacerbate health inequities in rural, Medi-Cal, and other medically underserved communities where many hospitals have failed to meet seismic safety standards.

“This is outrageous and we are counting on Governor Newsom to put his foot down and veto this legislation,” said Gutierrez-Vo. “In times of crisis, we need our hospitals up and running. Delaying the seismic retrofit schedule is a complete giveaway to the hospital industry — and California workers, patients and communities will ultimately pay the price.”

For decades, CNA nurses have stood strong against the hospital industry’s attempts to delay life-saving earthquake safety requirements. Nurses know that hospitals must invest in earthquake safety measures to keep hospitals open and fully operational in the event of a major earthquake. CNA is urging Governor Newsom to veto House Bill 1432 before the September 30 deadline.
