The city of Portland prepares for earthquake response

PORTLAND, OR (KATU) – The city of Portland is testing its emergency response to a major earthquake.

The statewide exercise is called Iron-OR 24, and cities across Oregon are participating in the two-day earthquake simulation exercise.

“We're in that time frame where we could try another one at any time, so we're preparing,” said Amanda Westervelt, operations coordinator for the Portland Office of Emergency Management.

Portland is located in the Cascadia region, which has not produced an earthquake since 1700, but scientists say there is a 37% chance that a major earthquake will shake the region within the next 50 years.

That's why state and local officials are asking residents to “prepare for two weeks” if essential services like food, water and emergency medical systems are affected.

From Tuesday into Wednesday, dozens of city agencies are pretending as if a 9.0 magnitude earthquake occurred four days ago, and they are assessing local impacts and community needs at the Portland Office of Emergency Management.

“We've been given a playbook. This is what happens. These are the people who are affected. But every hour we get a changing script,” said Brandon Zero, public information officer for the Portland Water Office.

Compared to other cities, Portland has two reliable sources of clean water, Zero said.

“Bull Run Reservoir and groundwater supplies from the Columbia South Shore well field so we can utilize any of those resources in an emergency,” he said.

“The city has 150 bridges. Almost all of these things that we know would fail in a 9.0 earthquake,” said Dylan Rivera, public information officer for the Portland Bureau of Transportation.

The hope is that by identifying a city's strengths and weaknesses, everyone will be better prepared for a random catastrophic event.

“We're trying to get better at responding overall, so every time we come together like this, we get to know each other better, we learn more and we become more prepared for any response, any emergency that the city may have,” Westervelt said. .
