Restoring dignity and hope through emergency response and resilience to earthquake-affected communities in Hatay Province – Türkiye
In February 2023, Türkiye and Syria were hit by two devastating earthquakes, causing massive loss of life and widespread damage to housing and infrastructure. More than 55,000 people lost their lives, and many more were left without homes, food or basic necessities. In the aftermath, survivors faced unimaginable hardship, living in makeshift shelters without access to vital services. The damage was widespread, with basic infrastructure destroyed and vital resources, such as water, electricity and sanitation, becoming scarce.
Among the first responders, Acted, with generous support from the European Union, quickly mobilized to provide emergency relief in Hatay on 13 February 2023. Building on this emergency response, the Acted 2024 project focuses on resilience, with support from the European Union, and has remained committed to providing Not only emergency relief but also long-term solutions that will help strengthen these communities' resilience to the future. In 2024, Acted reached a total of 8,896 individuals in Hatay with emergency response and post-earthquake resilience.
Shelter support for earthquake-affected residents
When the earthquakes struck, many families lost everything. In 2023, Acted responded quickly with emergency support, distributing 235 tents, 1,799 shelter kits (including blankets, mattresses and tarpaulins), and 4,244 kitchen kits to families across the region. In 2024, Acted continued this work, providing targeted support to families facing specific challenges, such as the need for winter supplies and light shelter repairs.
As part of the 2024 intervention, Acted distributed 614 shelter and winterization vouchers, reaching 2,838 individuals in Hatay Province who were in urgent need of shelter and winter support. These vouchers helped families obtain basic supplies, including blankets, mattresses, warm clothes and heating materials.

Acted also focused on long-term shelter solutions. One of the main activities was the repair and modernization of converted containers, which were damaged or in poor condition. These repairs have not only improved safety, but also provided families with a better sense of privacy and stability as they continue to recover. In total, 1,447 shelter units were repaired in Obit/Akted Container City and Hilalkent Container City in Hatay Province.
In the Opet Container City, in the Kerekhan district, a total of 121 containers housing 488 people were repaired. The damaged floors were replaced with thick boards that are characterized by their high durability, resistance to water and fire, and their ability to bear heavy loads. Furthermore, the gaps in the containers have been sealed with silicone, ensuring protection against rainwater and wind infiltration and enhancing sound and water insulation. This intervention meets needs and has been achieved in coordination with local authorities and humanitarian actors to ensure integration.
At Kent Crescent Container City, Antakya**,**, the intervention covered a total of 1,326 containers. Repairs to broken windows in 237 containers and replacement of damaged floors in 171 containers were completed. Furthermore, in response to requests from local authorities and the shelter sector to prevent water and wind intrusion into the containers, silicone and foam materials were distributed to beneficiaries throughout the site.
In total, this light remedial intervention covered 1,447 containers, benefiting 6,058 individuals in the Opet and Hilkent container cities, effectively addressing the urgent situation of the sites.
Maintain decent living conditions by developing kitchens
In addition to providing support to improve shelter conditions, Acted has focused on making living conditions more dignified. One of the most significant improvements was the installation of kitchen sinks and storage cabinets in the converted containers. In Opet/Acted Container City, 420 families (2,079 individuals) benefited from this upgrade. Each of these containers is equipped with a stainless steel sink and storage cabinet, improving hygiene and dignity. Before these improvements, families had to cook outside and wash their dishes in unsanitary conditions, which was difficult and unsafe.

Rebuilding lives and restoring dignity in Hatay
In 2024, Acted prioritized improving the living conditions of families still residing in converted containers. 420 households (2,079 individuals) in Opet/Acted Container City received upgrades to their kitchen sinks and storage cabinets, significantly enhancing hygiene. ACTED also responded to urgent shelter needs by distributing shelter vouchers to 614 families (about 2,838 individuals) across Hatay. These vouchers allowed families the freedom to choose essential winter and shelter items, such as blankets, mattresses and heating materials, ensuring support reached those who needed it most.
