The WFP-led Pacific Emergency Telecommunications Center was activated in 2016, under the structure of the Pacific Humanitarian Team (PHT) to support communications preparedness in the region. The Pacific Emergency Center was deployed to Vanuatu via a humanitarian charter flight on December 21 for emergency response to a 7.3 magnitude earthquake that struck Vanuatu on December 17.

• WFP telecommunications specialist FITTEST1 arrived in Vanuatu on 22 December to support the response as part of a multi-sectoral WFP response team.

• As of December 25, mobile network operators (MNOs) services have been fully restored and operational.

Situation overview

A 7.3-magnitude earthquake struck Vanuatu on December 17, causing massive infrastructure losses on Efate – the main island and home to the capital, Port Vila – and causing mass communication outages due in large part to extensive damage to a fiber optic cable landing station. In Port Vila which feeds the backhaul connection to the mobile network operators. As of December 25, successful initial repairs to the landing station have restored mobile networks and internet connectivity.

The WFP-led Emergency Telecommunications Cluster continues to support the Government of Vanuatu with satellite Internet communications services to ensure critical systems and coordination mechanisms remain operational.
