The Japanese Space Agency advances an earthquake damage assessment program
The Japan Aerospace Exploration Agency (JAXA) has signed an agreement with Kumamoto Prefecture to further develop a program to estimate damage to buildings due to earthquakes using satellite images, local media reported Friday.
Under the partnership, the Japan Aerospace Exploration Agency will use nearly 200,000 data on building damage from the 2016 Kumamoto earthquake to improve and enhance the accuracy of its technology, which is expected to be rolled out nationwide, Kyodo News reported.
The program will compare satellite images taken before and after the earthquake to assess the extent of structural damage during 2-3 hours of monitoring.
The program can operate effectively at night and in bad weather conditions, according to the report.
The Japan Aerospace Exploration Agency expects the program to begin operating within a few years.
Last month, Japanese media reported that the Cabinet Office's Disaster Management Division plans to appoint specific officials for each prefecture starting next fiscal year in preparation for potential major disasters such as the massive Nankai Trough earthquake or the Tokyo metropolitan earthquake.
The Cabinet Office is moving ahead with plans to deploy nearly 50 officers across provinces to focus on strengthening inventory management and volunteer cooperation in normal times while taking responsibility for assessing damage and organizing evacuation shelters during disasters, Xinhua News Agency reported.
To support the initiative, the Cabinet Office plans to double its current staff of 110 and seek a corresponding increase in its budget for the next fiscal year, national broadcaster NHK reported, citing interviews with government officials.
The latest initiative is part of the broader goal of establishing a Disaster Management Agency by FY2026.
Recent disasters, such as the Noto Peninsula earthquake, have exposed challenges such as limited supplies in municipal stockpiles and delays in establishing evacuation shelters in Japan.
The Japanese government has an emergency broadcast system called “J-Alert”. This system ensures that important information reaches people in affected areas during various crises, such as earthquakes, tsunamis, civil protection, etc. J-Alert uses different methods to communicate with the audience.
Furthermore, since 2007, smartphones have been equipped with an earthquake early warning system that sounds an alarm immediately after an earthquake occurs.
This system, the first of its kind in the world, generates an alert based on small initial tremors that occur seconds or tens of seconds before a large earthquake, urging people to prepare to evacuate.
The system uses seismometers and seismometers that measure tremors from the Japan Meteorological Agency (about 690 sites nationwide) and the Earthquake Monitoring Network from the National Research Institute for Geoscience and Disaster Prevention (about 1,000 sites nationwide).
