NDRRMC raises red alert, activates response groups after Davao Oriental earthquakes


The National Disaster Risk Reduction and Management Council (NDRRMC) has raised the alert status of its Operations Center to red and activated response groups to designate lead agencies to manage response operations.

In a statement issued on Sunday, the NDRRMC said the response groups were activated at 12:00 noon on Friday, October 10, 2025, in response to the major earthquakes in Manai, Davao Oriental.

NDRRMC is managed by the Office of Civil Defense (OCD). Raising the Red Alert puts OCD in charge of logistics and early recovery, Department of Social Welfare and Development (DSWD) for food and non-food items, camp coordination and management, and protection of internally displaced persons.

“Raising the situation to the highest alert level required officers on duty from the Armed Forces of the Philippines, Philippine National Police, Bureau of Fire Protection (BFP), and Philippine Coast Guard (PCG), as well as technical personnel from DILG, DSWD, DPWH, and DOH to perform duty at the Physical Operations Center at Camp Aguinaldo. OCD said other relevant agencies joined the Emergency operations via a virtual platform.

The Armed Forces of the Philippines (AFP) are tasked with leading search, rescue, and recovery operations, the Department of Health (DOH) on health concerns, the Philippine National Police (PNP) on law and order, and the Philippine Information Agency (PIA) on crisis communications.

The Department of Information and Communications Technology (DICT) is tasked with leading emergency communications, the Department of Public Works and Highways (DPWH) in debris clean-up and civil works, and the Department of Human Settlements and Urban Development (DHSUD) in the area of ​​shelter.

The Department of Foreign Affairs (DFA) stands ready to provide Philippine international humanitarian assistance, and OCD stands ready for early recovery.

This comes as the NDRRM Operations Center has also raised its alert status to red, requiring service officers from the AFP, PNP, Bureau of Fire Protection (BFP) and Philippine Coast Guard (PCG) to perform duty in physical operations at Camp Aguinaldo.

Technical officers from DILG, DSWD, DPWH and DOH were also commissioned.

Review emergency plans

Defense Secretary Gilberto Teodoro Jr. also ordered the strengthening of earthquake preparedness across the country and the review of local emergency plans in the wake of the recent earthquakes that struck Cebu and Davao.

According to the Office of Civil Defense (OCD), Teodoro called for a review of local emergency plans to ensure that all disaster protocols of local government units (LGUs) within their areas of responsibility (AOR) are validated and updated.

They were also urged to conduct large-scale earthquake drills, specifically in public areas including schools, government offices and other facilities to enhance safety preparedness.

“In non-seismic areas (or earthquake-affected), please tell local government units to review or practice earthquake drilling protocols,” Teodoro was quoted as saying.

This comes as a 7.4-magnitude earthquake struck off Manai Beach, Davao Oriental on Friday morning, October 10, followed by a 6.8-magnitude earthquake in the evening.

A 4.4 magnitude earthquake also struck Guledet Bogo, La Union on October 9, 2025, while a 6.0 magnitude earthquake struck near Caguete, Surigao del Sur in late October.

Before that, Bogo, Cebu was hit by the strongest earthquake ever recorded in the region on October 1, 5 km deep and of tectonic origin.

Latest data from the OCD shows that the earthquakes affected 125,283 families or 491,258 individuals in the Davao and Caraga region, with eight deaths and 395 injuries reported as of October 12, 2025. The total estimated damage has been put at P100 million.
